Origin proofs for PEM trade now valid 10 months, not 4
Tulli rewrites both origin-proof tables: most PEM rows move 4→10 months with EUR.1/declaration only, Mercosur rows added, Pacific exports to REX from 1.9.2026.

Customs has overhauled its two indicative tables of proofs of origin that qualify goods for preferential treatment — one for imports, one for exportsTulli — and the headline change is time: for the PEM/EUROMED country group, origin proofs are now shown with a 10-month validity
Tulli instead of 4 months
Tulli, reflecting the revised PEM Convention rules and the transitional rules. The tables are dated 30 July 2026 (imports)
Tulli and 13 October 2026 (exports)
Tulli.
On the import table, the EFTA states (Iceland, Liechtenstein, Norway), Switzerland and the Faroe Islands, the Mediterranean group (Algeria, Morocco with Western Sahara, Tunisia, Egypt, Jordan), Israel, the West Bank and Gaza, Turkey's coal-and-steel and agricultural products, and the Western Balkans, Moldova, Georgia and Ukraine all move from 'EUR.1 or EUR-MED' plus a 4-month validityTulli to 'EUR.1 (footnote f3)' or a plain origin declaration with a 10-month validity — except the Algeria row, which still reads 'EUR.1 or EUR-MED' with an origin or EUR-MED invoice declaration and a 4-month validity The EUR-MED certificate and EUR-MED invoice-declaration options are dropped from the converted rows (they survive on the Algeria row and in footnote f2 for 2012/EUROMED trade)
Tulli: footnote f3 states that under the revised and transitional PEM rules the proof is either a customs-issued EUR.1 movement certificate or an exporter-made origin declaration
Tulli, with a recommendation — not an obligation — to mark the applicable rule base for now. Footnote k) now carries only the 10-month validity for the revised and transitional rules. Lebanon keeps EUR.1 with a 4-month validity, and Syria's EUR.1/EUR.2-form row is unchanged at 5 months. Turkey's customs-union A.TR. row is unchanged at 4 months.
The import table adds four Mercosur countries with new footnotes a9–a13: Argentina, Brazil, Paraguay and Uruguay.Tulli Their rows use a documentary origin statement (viranomaisen vahvistusmerkintä, an authority endorsement) valid 12 months
Tulli — Argentina's exporters state the 11-digit CUIT number, Brazil's the 14-digit CNPJ number, Uruguay's the 12-digit RUT number beginning with '22', while for Paraguay the Commission's guidance so far names no company identifier and only the documentary form is used. The footnotes note the common Mercosur model in Agreement Annex 3-D, used only on exports from the Mercosur countries and always signed by the exporter.
On the export table the same PEM move from 4 to 10 months applies across the EFTA, Mediterranean, Turkish, Balkan, Moldovan, Georgian and Ukrainian rowsTulli
Tulli, and the four Mercosur countries appear as REX rows — registered-exporter origin statements
Tulli, EUR 6,000 ceiling, 12 months. The export footnote j) adds a new duty: from 1 September 2026 EU exporters must use the REX registered-exporter system when EU originating products are exported to the Pacific states.
Tulli The Pacific EPA states row itself changes from EUR.1 to no certificate ('Ei käytössä j)').

Legal basis: Tulli tables 'Etuuskohteluun oikeuttavat alkuperäselvitykset tuonnissa' (30 July 2026) and 'viennissä' (13 October 2026); Regional Convention on pan-Euro-Mediterranean preferential rules of origin (2013/94/EU), Article 23 on validity of proof of origin.
Brokers and traders claiming PEM preference should apply the 10-month validity and the EUR.1-or-declaration form on converted rows, check the Algeria exception, and register for REX before shipping EU-origin goods to the Pacific states.
