From 1 November 2026 non-EU online purchases up to EUR 150 need product identifiers at clearance, and the goods-item definition requires a shared origin country only in certain situations.

Tulli's consumer page for parcels ordered from outside the EU now requires product identifiers (tuotetunnisteet) to be declared at clearanceTulli from 1 November 2026
Tulli. The identifiers must be declared for online purchases worth at most EUR 150 arriving from outside the EU
Tulli, in the consumer import-clearance service when making the declaration. Tulli advises keeping the identifiers from the order confirmation or the webshop's pages when ordering. No identifiers are needed where the parcel was ordered from a seller with an IOSS identifier and the seller clears the parcel on the buyer's behalf

The fee picture is restated around the same date. Parcels worth at most EUR 150 carry a fixed EUR 3 customs charge per goods item (tavaraerä)Tulli — the threshold removal took effect 1 July 2026
Tulli — plus VAT, and from 1 November 2026 a fixed EUR 2 Tulli handling fee per goods item
Tulli on online purchases of any value
Tulli. Parcels worth over EUR 150 carry the tariff-based duty plus the EUR 2 handling fee and VAT
Tulli. The handling fee is distinct from Posti's handling fee. Where the seller has an IOSS identifier, the seller or its representative clears the parcel and pays the charges
Tulli, and since 1 July 2026 the buyer can no longer clear such a parcel themselves

The definition of a goods item was relaxedTulli. A goods item still means mutually identical products with the same customs heading
Tulli, but the same origin country is now required only in certain situations
Tulli — previously the heading and the origin country were both required without qualification
Tulli. Identical goods can still sit on one item
Tulli: two identical shirts on one item mean the charges are paid once, EUR 3 duty and EUR 2 handling fee. Different goods go on separate items
Tulli — a shirt and socks mean double charges, EUR 6 duty and EUR 4 handling fee — and even identical goods declared as separate items are charged per item
Tulli, a practice some webshop sellers follow for technical reasons.
The revision also drops the earlier statement that goods a webshop had already cleared into the EU and warehoused for future sale escape the fixed EUR 3 chargeTulli. In the companion business notice the EUR 2 fee was renamed from the EU handling fee
Tulli to Tullin käsittelymaksu verkko-ostoksille
Tulli; the notice is otherwise unchanged in substance.
The charges apply across the EU to curb low-value imports, under Council Regulation (EU) 2026/382Tulli and Annex B to Commission Delegated Regulation (EU) 2015/2446
Tulli, as part of the wider EU customs reform.
Legal basis: Council Regulation (EU) 2026/382 and Annex B to Commission Delegated Regulation (EU) 2015/2446, cited on the consumer page; the business notice cites Regulation (EU) 2026/2108.
Save product identifiers at order time and check per-goods-item charges under the rules applying from 1 November 2026.
