Jersey's Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 now runs from 15 October 2026Jerseylaw, following the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Amendment No. 2 Order 2026 (R&O.105/2026)
Jerseylaw, in force 15 October 2026
Jerseylaw. The amendment makes two substantive changes for Jersey compliance teams: it gives effect to the United Kingdom's new Global Human Rights and International Humanitarian Law Sanctions Regulations 2026
Jerseylaw, and it rewrites the finance-reporting deadline modifications
Jerseylaw.
First, the Schedule 1 row that implemented the repealed Global Human Rights Sanctions Regulations 2020 (S.I. 2020/680, asset-freeze designation under regulation 10) is replaced with a row implementing the Global Human Rights and International Humanitarian Law Sanctions Regulations 2026 (S.I. 2026/1071)Jerseylaw, with the asset-freeze designation provision now regulation 13. Under regulation 5 of the 2026 Regulations the Secretary of State may designate persons by name or description for asset-freeze purposes (regulations 14 to 18), director disqualification sanctions (regulation 20) and immigration (regulation 21); a "designated person" for the asset-freeze Part is a person designated under regulation 5 for regulations 14 to 18. Because a UK sanctions instrument has effect in Jersey as if it were an enactment, subject to the Order's general and special modifications, designations made under the 2026 Regulations now bite in Jersey
Jerseylaw, replacing the 2020-regime designations.
Second, paragraph 5 of Schedule 3 (finance reporting obligations) is rewrittenJerseylaw. Previously the Order read the UK instruments' "30 November" as "31 March" and "30 September" as "31 December". The new text ties the substituted dates to the reporting cycle: a reference to 30 November in each calendar year is read as 31 March in each calendar year (for example, 31 March 2027)
Jerseylaw; a reference to 30 September in that calendar year is read as 31 December in the previous calendar year (for example, 31 December 2026)
Jerseylaw; a reference to 30 September in the following calendar year is read as 31 December in the calendar year in which the last report was provided (for example, 31 December 2027)
Jerseylaw; and a reference to 30 November in that following calendar year is read as 31 March in the calendar year following that in which the last report was provided (for example, 31 March 2028)
Jerseylaw. The table of instruments whose provisions are so read is also updated: the repealed 2020 Global Human Rights row (regulation 25(4A) and (4B)) becomes the 2026 Regulations row (regulation 33(5) and (6)).
Regulation 33(5) and (6) of the 2026 Regulations is the underlying duty being re-dated: a person who knows or has reasonable cause to suspect they hold funds or economic resources owned, held or controlled by a designated person must report their nature and amount to the Treasury, as of 30 September, by a November deadline that the Jersey Order re-dates; where they no longer hold them the follow-up report falls on the re-dated March deadline (31 March in the calendar year following that in which the last report was provided, for example 31 March 2028). The remainder of the diff is reflowed line breaks and repaginated contents entries.
Legal basis: the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Amendment No. 2 Order 2026 (R&O.105/2026), amending the Implementation of External Sanctions (Jersey) Order 2021Jerseylaw, giving effect in Jersey to the Global Human Rights and International Humanitarian Law Sanctions Regulations 2026 (S.I. 2026/1071), regulations 5, 13 and 33(5)-(6).
Map any Global Human Rights Sanctions Regulations 2020 designations in Jersey screening to the 2026 Regulations and diarise the re-dated finance reports (31 March / 31 December cycle) for funds held for designated persons.
