Holders of an authorised consignor or authorised consignee transit authorisation adding extra premises must hold the correct authorisation type for the sites they add.GOV An authorised consignee cannot add an authorised consignor location, and added locations operate under the same terms as the existing authorisation. A holder seeking different terms must ask HMRC to update the authorisation first, at cctonational-simplifications@hmrc.gov.uk.
There is no cap on the total locations under one authorisation, but each form covers up to 20 locationsGOV. Before adding authorised consignor locations, the holder should check the guarantee reference amount so the guarantee covers the planned transit movements from the new premises.
Each new consignor location must be suitable commercial premises used for legitimate business and capable of supporting customs controls: secure storage, appropriate record keeping, safe access for customs officials to inspect, examine and account for goods, control measures complying with the authorisation, compliance with procedures and timescales set by the office of departure, and accurate up-to-date transport and consignment records available on request. The holder must prove effective control of transit goods from each location when asked, and each location must be able to give drivers the Movement Reference Number and, on request, a paper Transit Accompanying Document. Where the holder does not own the site, it must supply the commercial agreement with the owner when HMRC asks and ensure the Annex V conditions appear in that contract.
Authorised consignee locations need HMRC or Border Force permission to operate temporary storage, as either an external temporary storage facility (ETSF) or an authorised consignee temporary storage facility (ACTS) — never both at the same site. Northern Ireland sites also need a customs comprehensive guarantee. A site already holding ETSF approval is added with its approval reference; one intended as ETSF without approval must obtain it first. A site intended as ACTS is notified alongside the application with evidence meeting ACTS requirements, and existing ACTS approvals do not extend to new sites: approval is per location.
Consignor-only additions and consignee additions operating as ETSF can use the online form, signed in with the account linked to the EORI number of the original authorisation. ACTS additions must go by post or email with forms C1343d and C1343b, with floor plans, liability insurance and handling certifications. Holders unable to use the online route for consignor or ETSF additions file form C1343d only by post or email.
After filing, HMRC updates the authorisation for New Computerised Transit System declarations from the new sites, emailing the new reference numbers, the date they become usable, and updated paperwork to retain. The holder must reply confirming receipt, by email or post, or the sites may become unusable. Refused consignee applications receive reasons with the review and appeals procedure. Consignor sites are usually activated within 3 working days of receiptGOV, down from 5 working days previously
GOV; ETSF-backed consignee sites within 5 working days; Applications for locations intending to operate as ACTS require review of supporting information and may include a physical inspection of the premises, which could take several weeks
GOV, with queries on incomplete filings adding delay.
Additions to the authorised consignor and consignee transit simplifications described in the Transit Manual Supplement, section 6, are notified through form C1343d, with questionnaire C1343b for ACTS sites.
Audit each new site against the consignor premises conditions and guarantee cover before filing, use the online form for consignor or ETSF sites, and diary the reply-to-email confirmation so new locations stay usable.
