EU-equivalence and fund dividends need a Vero decision to skip withholding
Payers may forgo withholding on EU-equivalence or investment-fund dividends only against a Verohallinto card or ruling; interest refunds move to post-year only, royalties stay claimable during the year.

A payer withholding on dividends, interest or royalties paid to a non-resident foreign entity applies 20 percent to an identified entity, 30 percent to an identified recipient whose entity status is unclear, and 35 percent on dividends of a listed company to a holder of nominee-registered shares who is unknown. A tax treaty or another legal basis can take the rate below those starting points. The recipient can influence the rate in three stages: evidence to the payer before payment, evidence to the payer after payment during the payment year with the payer correcting under the Quick Refund procedure, and a refund claim to Verohallinto after the year. Qualifying evidence is information that lets the payer, its authorised custodian or a registered custodian reliably identify the recipient and confirm the treaty or other basis, with content guidance available from the payer or the recipient's own bank.
The revised guidance makes a Verohallinto decision the gate for two reliefs. A payer may forgo withholding on EU-law equivalence grounds only where the recipient presents Verohallinto's decision on the matter, such as a withholding card or an advance ruling, and a card or ruling for the payment year can be applied for. The same gate covers dividends to foreign investment and special investment funds: the payer leaves the withholding uncollected only against a Verohallinto card or ruling.Vero For capital-movement equivalence — where the recipient is equated with a Finnish entity whose equivalent dividend would be exempt — the payer likewise needs the decision
Vero, because equivalence is assessed case by case for each recipient and in practice only Verohallinto can resolve it.
Payment-year mechanics otherwise stand. A recipient may still hand the payer reliable evidence of a lower rate after the payment date, with correction during the dividend payment year, and a withholding card can also be sought for that correction. For listed-company dividends on nominee-registered shares, a custodian entered in Verohallinto's custodian register may assume tax liability and pass treaty benefits to clients at payment or during the year. Once the year has passed, excess withholding is recovered only from VerohallintoVero, within three calendar years counted from the start of the year after the dividend payment

Interest and royalty refunds now run on different clocks. Interest paid to non-residents is generally not withheld, and royalties within the Interest-Royalty Directive (2003/49/EY) may be left unwithheld, with treaty rates applied wherever the payer can confirm entitlement. A withholding card can be sought before payment. Refunds of withholding on interest are claimed from Verohallinto after the payment year during the following three calendar yearsVero, while royalty refunds can already be claimed during the payment year

The withholding duties follow the lähdeverolaki, fund equivalence under Tuloverolaki 20 a §, the applicable verosopimus and korko- ja rojaltidirektiivi 2003/49/EY.
Present a Verohallinto card or advance ruling before the payer forgoes withholding on EU-equivalence or fund dividends, and count the three-year reclaim window from the start of the year after payment.
