Cold-rolled steel imports face registration for retroactive duties

Imports of certain cold-rolled flat steel products originating in India, Japan, Taiwan, Türkiye and Vietnam are subject to customs registrationEuropa so that anti-dumping duties can be levied retroactively if the investigation results in duties. The registration covers flat-rolled iron, non-alloy and other alloy steel excluding stainless steel, cold-rolled and uncoatedEuropa, excluding electrical steel, black plates below 0.35 mm, silicon-electrical steel and high-speed steel. Registration expires nine months after entry into forceEuropaEuropa, running from 5 December 2025TulliTulli, and any future liability follows the findings of the proceeding initiated on 18 September 2025Europa after a complaint by Eurofer.

Imports of Teräslevyt ja -kelat under CN 7219 and 7220 are under three parallel reviews. A partial interim review concerns Indian cold-rolled stainless sheets and coils at the request of Jindal Stainless Ltd, which seeks a change to its own anti-dumping duty rate, with details in Commission notice C/2026/4991. A partial interim review examines whether the countervailing duty rate for Jindal Stainless Ltd should change, with details in Commission notice C/2026/4997. An expiry review examines whether countervailing duties on Indian and Indonesian sheets and coils should continue, with details in Commission notice C/2026/5033. Each review ends within 15 months of publication, and any party concerned may request to be heard within the stated deadlines.

Two chemical investigations are newly open. Imports of furfuryl alcohol from China under CN ex 2932 13 00, TARIC 2932 13 00 30, are under investigation, with details in Commission notice C/2026/5408, and are to be placed under registration during the early stage. Imports of polyvinylidene fluoride from China, India and Japan under CN ex 3904 69 80, TARIC 3904 69 80 97 and 3904 69 80 98, are under investigation, with details in Commission notice C/2026/5554, and are likewise to be placed under registration early. In both cases any party concerned may request to be heard within the deadline.

Additional TARIC codes 7019 90 00 81, 7019 90 00 83 and 7019 90 00 84 now appear in the row for certain loop- and cross-woven glass-fibre fabrics from China and Egypt under the countervailing-duty continuation review C2025/3223. Imports of Kylmävalssatut teräslevyvalmisteet under CN 7209 and 7211 from India, Taiwan, Türkiye and Vietnam remain under the preliminary anti-dumping investigation in Commission notice C/2025/5025.

Citrus preparations from China and heavy thermal paper from Korea no longer appear in the ongoing-investigations list, but definitive duties continue on both. The duty on Chinese citrus preparations under CN 2008 30 continues from 23 October 2026 under Regulation (EU) 2026/2327, and the duty on Korean heavy thermal paper continues under Regulation (EU) 2026/2311. Duties on Chinese solar-panel glass under CN ex 7007 19 80 were repealed by Regulations (EU) 2026/2310 and 2026/2314, with refunds available from Tullin oikaisu. Chinese Peking duck imports were registered from 26 September 2026 for nine months under Regulation (EU) 2026/2118, and Chinese sealed glass beads under CN ex 7002 10 00, ex 7018 10 90, ex 7018 20 00 and ex 7018 90 90 from 1 October 2026 for nine months under Regulation (EU) 2026/2162.

Brokers should verify TARIC codes in the affected chapters, flag consignments under a registration regulation, and retain import records for the registration periods. The legal basis for the registration is Article 1 of Commission Implementing Regulation (EU) 2025/2432, adopted under Article 14(5) of Regulation (EU) 2016/1036 following the anti-dumping proceeding opened by Commission notice C/2025/5025.
