Steel importers face a new hard stop at the border. Since 1 October 2026, importers of products falling under the categories listed in Annex I to Regulation (EU) 2026/1384 must provide a Mill Test CertificateEuropa that states the country of melt and pour and the heat number of the imported steel
Europa. Where the Mill Test Certificate lacks either element, customs authorities may accept complementary evidence carrying the missing information.
Europa Failure to declare the melt-and-pour country with verifiable appropriate evidence leads customs to reject the import.
Tulli In Fintaric this requirement appears as footnote TM01081: the melt-and-pour country is declared with document codes Y376-Y388 and the evidence with codes C131-C139.
The country of melt and pour means the original location where raw steel or iron is first produced in liquid form in a steel- or iron-making furnace and then cast into its first solid state, including remelting of scrap. The Mill Test Certificate is the document most widely recognised as the primary means of evidencing it and should be submitted where available; where importers rely on other admissible evidence, customs verify its accuracy, which may delay access to the relevant tariff rate. The evidence list applies during an initial one-year period and is narrowed from 1 October 2027.
Declarants also gain new TARIC codes to use. Code 2932130030 for furfuryl alcohol applies from 16 October 2026, and code 3904698098 for polyvinylidene fluoride (PVDF) in primary forms, including its copolymers but excluding the copolymer of chlorotrifluoroethylene and difluoroethylene, applies from 28 October 2026. New codes 8703500010 and 8703700010 for new vehicles and 8703500090 and 8703700090 for other vehicles apply from 30 October 2026, and new cellulose-ether codes 3912398570 to 3912398575 apply from 31 October 2026. Code 2924190060 expired on 21 October 2026 and must no longer be used.
New footnotes warn of retroactive anti-dumping duties on registered imports: TM01089 from 10 October 2026, TM01090 and TM01091 from 27 October 2026, TM01092 from 30 October 2026, and TM01093 and TM01094 from 31 October 2026, each pointing to its registration regulation. Footnote CD01061 from 28 October 2026 carries the restrictive measures on the Democratic Republic of the Congo under Council Regulation (EU) 2026/2374, and footnote CD01060 from 1 January 2026 covers duty and tax exemptions for international organisations. Footnote TM972 restates the deforestation-free, legality and due-diligence conditions for placing listed commodities and products on the market under Regulation (EU) 2023/1115, while TM974, TM975 and TM986 set out exclusions and TM985 defers application to 30 June 2027 for qualifying micro and small operators, with the footnotes applying from 30 December 2026.
Declarations use the new codes from their stated effective dates, and the expired code 2924190060 ended on 21 October 2026. Imports of Annex I steel products without the required melt-and-pour evidence are rejected.Europa The legal basis for the melt-and-pour requirement is Article 4(1) of Regulation (EU) 2026/1384, with the accepted evidence determined by Commission Implementing Regulation (EU) 2026/1963
Tulli.
Use the new TARIC codes from their effective dates, declare the melt-and-pour country with evidence for Annex I steel products, and check the TM footnotes on goods under anti-dumping registration.
