KRT-1060 form gains Enhetsregisteret access route, legacy roles in transition

Supervised entities (tilsynsenhetene) send attachments to Finanstilsynet securely through the general attachment form KRT-1060, "Generelt vedleggsskjema til Finanstilsynet". Both firms and persons use the form, data travels as attachments, and at least one attachment is required. Caps apply: no more than 190 attachments per form and no more than 190 megabytes per attachment. The solution cannot receive "Zip inside Zip", while all multimedia files must be submitted in zip format. The form lists the file types it accepts and asks for originals in open formats such as MS Word, Excel or PowerPoint.

The form is open to all persons and enterprises submitting information to Finanstilsynet. Businesses use the Regnskap og Økonomirapportering or Dokumentbasert Tilsyn access package; for private individuals the Bank og Finans package, the Selvregistrert bruker package, or both apply. Users without a Norwegian fødselsnummer or D-nummer log in with a self-defined ID at level 0 (nivå 0). Level-0 login requires creating a self-defined user through form KRT-3080, via Logg inn, onward to alternative login methods, International, Email login.

A new "Tilgang og fullmakter" section now governs who may fill in and submit the formAltinn. Anyone with a role in the Enhetsregisteret qualifiesAltinn. Without such a role, a fullmakt for the single service qualifiesAltinn. A fullmakt for an access package also qualifiesAltinn: the packages named are Regnskap og økonomirapportering and Dokumentbasert tilsyn, and Bank og finans is named as wellAltinn. In Altinn 3 vocabulary, an enkelttjeneste is a single concrete service that can be delegated on its own, while a tilgangspakke bundles several services.

A transition period keeps the form available to holders of legacy roles from old AltinnAltinn. The transition covers Selvregistrert bruker and Utfyller/InnsenderAltinn. It covers the auditor roles Ansvarlig revisor and RevisormedarbeiderAltinn. It covers Regnskapsfører med signeringsrettighet and Regnskapsfører uten signeringsrettighetAltinn. No end date for the transition period is givenAltinn, so filers should arrange a permanent role or authorisation rather than rely on the legacy roles.

In practice, anyone preparing a KRT-1060 submission should confirm the intended filer's Enhetsregisteret role, single-service authorisation or access-package authorisationAltinn before starting the service, prepare the attachments within the count, size and format limits, and use the level-0 route where the filer lacks a Norwegian identity number.
