From 1 November 2026, taxpayers repaying deferred or rescheduled tax debts under a mokestinės paskolos sutartis (MPS, tax-loan contract) accrue interest of 0.009 per cent for each day they use the loanVMI
VMI, calculated on the unpaid amount. The rate is set by Finance Minister Order No. 1K-311 of 9 October 2026
VMI
VMI and replaces the 0.008 per cent daily rate that applied from 1 August 2026
VMI under Order No. 1K-246 of 28 July 2026.
The finance minister fixes the rate by reference to the weighted average annual interest rate of Lithuanian Treasury bills issued by auction in the previous calendar quarter. The November increase therefore raises the monthly carrying cost of every outstanding and newly concluded MPS covering a mokestinė nepriemoka, and advisers should update accrual schedules for clients paying arrears by instalments.
Interest is paid each month together with the MPS instalment under the agreed payment schedule, using payment code 8250; balances can be checked in Mano VMI under Pradžia -> Mokestinė paskolos sutartis, and the duty to pay interest alongside each instalment is stated in point 4 of the MPS itself (form FR0284 Mokestinės paskolos sutartis). A taxpayer that misses an instalment under the confirmed schedule is charged padidintos palūkanos (increased interest), and a taxpayer that fails to pay interest due under the MPS is charged palūkanų delspinigiai (interest late-payment penalties).
Both the increased interest and the interest late-payment penalties accrue until the corresponding amounts are paid or credited, and their rate equals the delspinigiai rate for tax paid late. No interest at all is charged on an MPS concluded to defer or spread payment of a fine imposed for an administracinis teisės pažeidimas (administrative offence).
The interest-free COVID-19 legacy regime is unaffected: businesses and residents that applied by 31 August 2021 for an MPS covering debts arising between 16 March 2020 and 31 August 2021 and rescheduled them to 31 December 2022 at the latest paid 0 per cent interest, with standard interest running from 1 January 2023 on any longer schedule. Deferral of a mokestinė nepriemoka remains available for up to one year and rescheduling for up to five years from the application date.
