Commission Implementing Regulation (EU) 2026/2490Europa of 3 November 2026 removes three natural persons from the ISIL (Da'esh) and Al-Qaida freeze list
Europa and updates the identifying data for three others
Europa. It amends for the 364th time Council Regulation (EC) No 881/2002, published in the Official Journal on 4 November 2026.
The removals give effect to the United Nations Security Council Sanctions Committee decisions of 24 October 2026 under Resolutions 1267(1999), 1989(2011) and 2253(2015). Deleted from Annex I under the heading Natural persons are Shafi Sultan Mohammed Sultan Al-AjmiEuropa, Bassam Ahmad Al-Hasri
Europa and Iyad Nazmi Salih Khalil
Europa. Funds and economic resources of persons listed in Annex I must be frozen and no funds or economic resources may be made available to them under Articles 2 to 4 of Regulation (EC) No 881/2002; from entry into force that prohibition no longer applies to the three deleted names
Europa, while historic obligations on frozen accounts, reporting and circumvention remain governed by Articles 4 to 6.
The amendments give effect to Sanctions Committee decisions of 26 October 2026. For Emilie Edwige Konig, born 9 December 1984 in Ploemeur, France, the entry now records the alias Emilie Samra Konig as low quality, revises passport and national identification details, gives the address as France (in detention), and adds that she is a French terrorist fighter who travelled to Syria, is currently detained in France and is active in radicalising and propagating Al-Qaida ideology. For Oumar Diaby, born 5 August 1975 in Dakar, Senegal, the entry now records the aliases Omsen and Omar Omsen as low quality, gives the address as Syrian Arab Republic (located in), and adds that he is a leader of an armed group linked to Al-Qaida and the Al-Nusrah Front and a key facilitator for foreign terrorist fighters travelling to Syria, active in terrorist propaganda through the Internet. For Peter Cherif, born 26 August 1982 in Paris, the entry adds the good quality alias Abou Hamza, gives the address as France (in custody), and records the 2012 five-year sentence in absentia and the life sentence imposed by a French court on 3 October 2024 for involvement in a terrorist organisation.
For the three retained names, only two are now recorded in France: Konig is recorded as France (in detention) and Cherif as France (in custody), while Diaby is recorded as Syrian Arab Republic (located in). The deletions and the amended identifiers operate through Annex I; the amended Annex I data replaces the previous entries from entry into force.
The Regulation enters into force on the day following its publication in the Official JournalEuropa, is binding in its entirety and directly applicable in all Member States, and was adopted on the basis of Article 7(1)(a) and Article 7a(5) of Regulation (EC) No 881/2002.
The legal basis is the Treaty on the Functioning of the European Union and Article 7(1)(a) and Article 7a(5) of Council Regulation (EC) No 881/2002, implemented for these entries by Commission Implementing Regulation (EU) 2026/2490.
Update Annex I screening entries for the six named persons and apply the amended identifiers from entry into force.
