AFRC: audit renewals due 15 Dec or 16 Nov; unrenewed lapses 31 Dec

The Accounting and Financial Reporting Council now encourages early renewal filing across all five of its auditor registration tracks, with two different annual windowsAfrc. Corporate practices, CPA firms and CPA (practising) certificate holders file during the renewal period running from 1 November to 15 December of each year
Afrc. Local PIE auditors and non-Hong Kong PIE auditors file during the period running from 1 October to 16 November of each year
Afrc. Complete and accurate applications submitted earlier generally receive earlier outcomes.
The AFRC states it will endeavour to process all renewal applications by 31 December of the relevant yearAfrc. Where a renewal application was submitted by the applicable statutory deadline — 15 December for corporate practices, CPA firms and practising certificates, 16 November for PIE auditors — and remains under review after 31 December, the applicant's registration or certificate remains in force until the decision on renewal takes effect
Afrc, and the applicant is kept informed of the status. This holdover covers only timely applications still under review
Afrc; it is not an extension of the filing deadline
Afrc.
Where no renewal application is submitted by the statutory deadline, the consequence is expiry on 31 December of that yearAfrc. The registration of a corporate practice, CPA firm or PIE auditor expires on 31 December
Afrc, and a practising certificate expires on the same day
Elegislation. The applicant must then submit a new application — for registration as a corporate practice, CPA firm or PIE auditor, or for a new practising certificate — before resuming practice in that capacity
Afrc. For CPA (practising) holders the expired instrument is the practising certificate; for the other four tracks it is the registration.
Only a CPA (practising), a CPA firm or a corporate practice registered with the AFRC can hold an appointment or render a service, whether paid or unpaid, as an auditor of a company under the Companies Ordinance (Cap. 622) or of accounts for the purposes of any other OrdinanceAfrc. A practice unit intending to undertake or carry out any PIE engagement, or to hold out as a registered PIE auditor, must be registered as a registered PIE auditor
Afrc. A non-Hong Kong auditor intending to undertake or carry out a PIE engagement for a non-Hong Kong entity must be recognised as a recognised PIE auditor, applied for by the appointing entity
Afrc; Chinese Mainland auditors endorsed under the mutual recognition agreement between the Mainland and Hong Kong are recognised without a recognition application while that agreement is in force and the endorsement stands
Afrc, and must inform the AFRC within 14 days of a change in name, address, telephone or email.
The deadlines reflect the statutory framework the AFRC previously enforced: in its December 2022 reminder the Council urged CPA (practising) holders, CPA firms and corporate practices to renew by the statutory deadline of 15 December 2022, stating that no renewal applications could be accepted after that date with no grace period, that unrenewed certificates and registrations would expire on 31 December 2022, and that continuing to practise afterwards without renewal — including holding an audit appointment or rendering audit services — was an offence. Registration and renewal guidance, forms, frequently asked questions and tutorial videos including renewal walkthroughs for the 1 November to 15 December and 1 October to 16 November windows sit alongside the renewal sections. Legal basis is the Accounting and Financial Reporting Council Ordinance for issuance of practising certificates, registration of practice units and PIE auditors and renewal administration, and the Companies Ordinance (Cap. 622) for who may hold an audit appointment or render audit services.
Corporate practices, CPA firms, practising certificate holders and PIE auditors with renewals due should file a complete and accurate application early in the applicable window and diarise the 15 December or 16 November deadline so cover does not lapse on 31 December.
