The Government has set commercial fishing opportunities and fishing-right charge rates for 2027Riigiteataja. § 1 provides that the regulation sets fishing opportunities and fishing-right charge rates for commercial fishing for 2027
Riigiteataja. Regulation No 113, adopted on 30 October 2026
Riigiteataja, covers § 2 fishing in the Baltic Sea under a fisher licence, § 3 fishing in the Baltic Sea under a vessel licence, § 4 fishing on Lakes Peipsi, Lämmi and Pihkva under a fisher licence, § 5 fishing in Estonia's other inland waters under a fisher licence, and § 6 fishing in waters outside the Baltic under a vessel licence.
In the Baltic under a fisher licence, opportunities and per-gear and per-water-plant charge rates are laid down by fishing waters and permanently populated small islands in annex 1, whose area grids follow the small statistical rectangles in annex 6 to Government Regulation No 65 of 16 June 2016 (Kalapüügieeskiri). Under a vessel licence, per-species quantity rates for Baltic fishing are in annex 2. For Lakes Peipsi, Lämmi and Pihkva, per-gear opportunities and rates by county are in annex 3; for all other Estonian water bodies, per-gear opportunities and rates by county and water body are in annex 4.
For distant waters under a vessel licence, annex 5 covers charge rates on NAFO- and NEAFC-regulated areas for European Union opportunities available to Estonia, together with opportunities and rates for unregulated species in the same areas, plus opportunities and rates for the Svalbard and south-west Atlantic fishing regions. The south-west Atlantic high-seas region, excluding coastal states' internal and territorial seas and exclusive economic zones, is area 41 described in Annex II to Regulation (EC) No 216/2009, and unregulated species means species whose catch volume is limited by neither NAFO, NEAFC nor the European Union nor in that high-seas region.
The charge frame is annual: under the environmental charges legislation the Government sets commercial fishing-right rates for each calendar year, considering the fishing area, the gear type and its capacity, or internationally allocated opportunities. The statute frames those rates: commercial fishing-right rates may reach up to four per cent of the prior year's average catch value with a 10-euro floorRiigiteataja, alongside per-day, per-tonne, per-gear and per-specimen ranges, and the charge also serves as the starting price where a fishing opportunity is auctioned. Licence holders and their advisers should read the 2027 figures for their own fishery, area and gear from the annex that governs them.
Legal basis: Kalapüügiseaduse § 45 lõige 1 and § 46 lõige 1 and Keskkonnatasude seaduse § 11 lõike 2 punkt 1, on which the regulation is foundedRiigiteataja, and Keskkonnatasude seaduse § 11 for the annual rate-setting frame and bands, as set out in the Government regulation on 2027 commercial fishing opportunities and charge rates.
Licence holders should look up the 2027 fishing opportunities and charge rates for their own fishery, area and gear in the annex that governs them.
