Agents paid by the Établissement public du Centre des monuments nationaux move to electronic payslipsLegifrance under the same regime that already covers State personnel. Articles 1 to 4 of Décret n°2016-1073 du 3 août 2016 now apply to them: their bulletins de paye are made available electronically in a dedicated secure spaceLegifrance created and administered by the direction générale des finances publiques, under conditions guaranteeing data security, integrity, confidentiality and accessibility.

Each agent is notified electronically when a bulletin or the annual taxable-income statement is placed in that secure space, provided the agent has supplied a valid email address. Documents stored in the space are kept for the whole of the agent's career and until the agent reaches the age of seventy-five.

For agents unable to reach their secure space from their place of work, the establishment makes available on-site equipment giving access to it from the workplace. This is the establishment-level application of the first statutory derogation, which grants paper delivery to agents who cannot access the space at work; the ministerial order framework also leaves it to each order to specify the filing conditions for such paper requests and the professional situations covered.

A second derogation covers absence: an agent on one of the periods of leave listed in article 6(2°) of the décret who wants paper bulletins for the months covered by that leave sends a request to the department that handles their pay, stating in particular the address to which the bulletins must be sent. The paper arrangement ends as soon as the conditions giving rise to it no longer apply, and the agent may end it earlier on request.
