Kose vald has a new procurement rulebook for its municipal administration and the institutions administered by Kose VallavalitsusRiigiteataja. The regulation was adopted on 29 October 2026
Riigiteataja as No 20
Riigiteataja, repeals regulation No 4
Riigiteataja of 19 February 2026, and enters into force on the third day after publication in Riigi Teataja
Riigiteataja. It covers purchases of goods, service contracts, design contests, works contracts and concessions
Riigiteataja, and all amounts in it exclude value added tax
Riigiteataja.
Planning runs through an annual hankeplaan confirmed by the vallavalitsus and published on its website. The plan carries at least every procurement reaching the simplified threshold of its type, with planning values starting at 50,000 euros for supplies and servicesRiigiteataja, 100,000 euros for works, special services, design contests and service concessions
Riigiteataja, and 500,000 euros for social services and works concessions
Riigiteataja. Planning data are due by 1 December of the preceding year, and estimated values follow the Public Procurement Act with market prices and market research where needed.
Procurement at or above the simplified threshold is opened by vallavalitsus order fixing the title, procedure, justification for any non-open route, expected contract period and other material terms. A designated responsible person prepares the notice and base documents, acts in the procurement register, handles explanations, checks exclusion, qualification and compliance, and drafts minutes and decision drafts. The vallavalitsus confirms base documents, appoints the responsible persons, takes the reserved contracting-authority decisions, confirms results, authorises signature and decides on material remedies. Negotiations are allowed only as far as the Act or the base documents permit, with equal treatment and documentation.
Below the simplified threshold, purchases run as an ostumenetlus: under 50,000 euros for supplies and servicesRiigiteataja, under 100,000 euros for works, special services, design contests and service concessions
Riigiteataja, and under 500,000 euros for social services

Results are fixed in a memorandum naming the invitees, bidders, checks, winner and comparison, confirmed by the head of the institution, and every bidder is notified within three working days. Single-source buying without comparison is confined to unforeseeable urgency, a single capable supplier for technical or exclusive-rights reasons, a briefly available bargain well below market price, performance-institution production needs, archival or museum items, and, up to 20,000 euros, cases such as study materials, personal services or cultural programming where competition is unreasonable
Riigiteataja.
