NAV’s digital follow-up plan must be shared with the employee first
The digital plan can be sent to the doctor or NAV after the manager completes it and shares it with the employee. The guidance change does not alter statutory deadlines.

NAV’s updated guidance for its digital follow-up plan replaces the earlier condition that the plan must be approved before sharing with the doctor or NAV. It now says the immediate manager must first complete the plan and share it with the employee. NAV cannot see the plan until it has been shared.NAV

If the plan changes, it must be completed again and shared again with the doctor and NAV. A completed plan cannot be deleted; a started draft can. Payroll and HR teams using NAV’s digital plan should check this sequence. The changed wording concerns this service and does not establish the same technical workflow for every other submission channel.NAV
The statutory duties remain separate. The employer must prepare a follow-up plan in consultation with the employee unless clearly unnecessary, with work starting as early as possible. The plan must be ready after at most four weeks of full or partial absence and sent to the certifying doctor as soon as it is prepared, no later than four weeks. An updated plan must reach NAV at least one week before a dialogue meeting that NAV summons.Lovdata
For NAV’s digital follow-up plan, check that the manager completes and shares it with the employee before sharing with the doctor or NAV, and repeats completion and sharing after changes.
