Priority cargo is checked after border-guard control

Customs officers check a priority cargo's eligibility after State Border Guard control has been completed at the border-crossing point.VID Latvia's State Revenue Service, VID, specifies that sequence in its guidance for goods whose characteristics qualify them for priority passage across the border.VID

The officer compares the supporting documents with the information entered in the Electronic Queue Reservation System, ERRS. If the cargo does not qualify for priority status, or the system data do not match the documents, the reservation is cancelled manually.VID VID says the reservation fee is not refunded in that situation and the border crosser must make a new reservation.VID

To request priority passage, the person making the booking selects the border-crossing point and the priority freight-vehicle queue. The reservation must identify the intended time window, the MRN of the EU customs declaration under which the goods will leave, and the commodity nomenclature code. The person completing the booking also confirms that the information is correct.

The underlying category concerns goods listed in the rules on priority transport, including qualifying perishable goods. Traders should check that the actual load meets those rules before selecting priority in ERRS. The classification and booking details are then tested against the documents at the border; selecting the priority queue is not itself confirmation that the cargo qualifies.

VID also explains priority customs clearance where a customs-office queue exists. For import, export and transit declarations, the trader sends the declaration number and information identifying the priority goods to the relevant customs control point. For temporary storage, the trader sends cargo information and accompanying documents to the office supervising the storage location. The responsible customs shift manager assesses the request and informs the client of the decision.

For a load containing several product groups, VID says priority customs-clearance treatment requires goods on the priority list to represent more than 50% of its total net weight.VID That cargo-composition test and the accuracy of the reservation are practical checks for the declarant and carrier to complete before arrival.

The legal basis includes Cabinet Regulation No. 170 on priority transport goods and the rules governing the electronic queue reservation system at the external land border.
