REX exporter registration cut to 5 working days
REX registration now takes 5 working days instead of 10: the old export-place deadline is gone, replaced by a five-day REX registration commitment.

The Registered Exporter system (Reģistrēto eksportētāju sistēma, REX) is the origin self-certification system: instead of applying for a certificate from the authorities for each consignment, the exporter itself draws up the document proving origin, so that the country of destination grants import-duty relief. The European Commission created and maintains the REX database; exporters are registered by the customs authorities of the EU member states on the exporter's application, and in Latvia registration is done by the Muitas pārvalde of the Valsts ieņēmumu dienests (VID).

EU exporters use REX when exporting to countries with which the EU has free-trade agreements requiring REX-based origin proof — the page lists the United Kingdom, Canada, Japan, New Zealand, Vietnam, Côte d'Ivoire, the East and Southern Africa states (Comoros, Madagascar, Mauritius, Seychelles, Zimbabwe), Ghana, Singapore, Chile, Argentina, Brazil, Uruguay and Paraguay — as well as for goods exported for processing to Generalised Scheme of Preferences (Vispārējās priekšrocību sistēma, VPS) beneficiaries and to overseas countries and territories (aizjūras zemes un teritorijas, AZT), or to obtain advantages the EU grants to goods in certain AZT states such as New Caledonia, Saint Pierre and Miquelon, and French Polynesia. EU importers use the system symmetrically for goods from VPS beneficiaries, AZT states, Côte d'Ivoire, and Zimbabwe, Madagascar and the Seychelles.
Origin statements may be drawn up by any exporter, without REX registration, where the consignment value stays within the statutory thresholds for originating consignments (10,000 EUR for AZT, 6,000 EUR for other countries); above those values the exporter must be registered in the REX database. Responsibility for the correctness and truth of the information in an origin statement lies with the exporter. Downloadable statement templates are available per destination, including a Mercosur template added 30 April 2026.
Applications can be filed in two ways: by completing the application in the REX EU Trader portal (after obtaining user access through an EDS filing designating the company's REX users, then notifying the Muitas pārvalde at izcelsme@vid.gov.lv), or by completing the application form and submitting it electronically in the Elektroniskās deklarēšanas sistēma (EDS) under "Dokumenti" as a signed scanned attachment, or signed with a secure electronic signature to MP.lietvediba@vid.gov.lv. Registered exporters' data can be checked in the Commission's REX validation section; on applying, the exporter states whether it agrees to publication, though the REX number and the dates from which registration is valid or cancelled stay public so validity can be verified.
