Narva replaces its municipal basic-pay scale with effect from April

Classification into the relevant staff group follows the institution’s structure, and the annex supplies the basic-pay grades and rates used within that framework.

Individual pay still requires the appropriate authorisation. An official’s basic pay is set by an order of the person entitled to appoint them. An employee’s basic pay is agreed in the employment contract or an addendum. The guide also contains a specific implementation provision for applying the annex’s grades and rates by agreement with the staff member, with a reference to its existing pay-protection provision if agreement is not reached.

Pay is calculated for a calendar month and for the period during which assigned duties were performed. Working time is recorded in a timesheet, for which the institution’s head is responsible. The approved institutional budget, staffing structure and pay guide provide the basis for determining basic pay.

The city finance department checks use of the pay fund. Institutions should therefore reconcile the revised annex, individual pay authorisations and relevant payroll periods. The change was made by Narva City Council Regulation No 13 of 26 July 2026, amending Annex 1 to the pay guide adopted in 2015.
