VID gives 3–10 working days for specified employment registrations

VID states a service time of 3–10 working days for registering persons in two parts of its employment-registration guidance.VID One concerns individuals who employ someone for personal needs rather than as a business.VID The other concerns foreign employees working in Latvia for a foreign employer.VID

For a private individual, employing a nanny, domestic worker or other worker for personal needs can make that individual an employer. VID explains that this applies where the worker is not providing the service as a self-employed person or as an employee of a business. The private employer must then register and account for the applicable payroll taxes and social insurance contributions.

The guidance requires that employer registration within 10 days after concluding the contract with the employee. The EDS route is the natural-person taxpayer registration form, selecting the option for an employer who does not carry on economic activity. The contract with the employee is attached to the registration.

The 3–10-working-day service statement is separate from the rules for reporting an employee's start of work or subsequent status changes. Under the employee-registration rules, the employer submits employee information through EDS. The ordinary rule for a person starting work is no later than one hour before the start, and no earlier than one month beforehand; specified exceptions are dealt with separately in the regulation.

For the foreign-employee service, VID directs applicants to the natural-person registration option for an employee working for a foreign employer.VID The supporting information includes the foreign employer's name and registered address, the period of work in Latvia and information on the social security legislation to which the person is subject. The stated service time belongs to that registration service.VID

VID also gives EDS instructions for notifying the end of the relevant activity by changing registration data and entering the employment end date. Applicants should use the registration category corresponding to their status: the service page contains separate routes for private employers, employees and foreign employers.
