Voluntary pension applications need the representative’s authority details

Applicants joining Latvia's voluntary state pension insurance through an authorised representative need to provide the representative's identity and details of the power of attorneyLikumi. The revised VSAA application form adds spaces for the representative's personal code and the authority document's date, number and issuerVsaaVsaa, alongside their name.

Cabinet Regulation No. 405 expressly requires those details when a representative submits the applicationLikumi. Where the representative is not recorded in Latvia's Register of Natural Persons, the regulation permits the identification or social-insurance number assigned in another countryLikumi. Applicants should assemble the authority document and identification information together when preparing a represented application.

The form also reorganises the categories under which a person requests voluntary pension insurance. Its seasonal-work option now refers to employment in seasonal agricultural workVsaa. The regulation's eligibility category, however, is a seasonal agricultural workers' income-tax payer meeting the additional conditions specified in the regulationLikumi. The form's shorter label should be read alongside those conditions when choosing the applicant's status.

For that category, the regulation requires a person aged at least 15 whose permanent residence is in LatviaLikumiLikumi, who is not an employee of another employer or compulsorily insured as self-employedLikumiLikumi, and who has not been granted a Latvian state old-age pension, including an early pensionLikumi. The regulation separately addresses people outside compulsory insurance, professional athletes and diaspora members.

Applications can be made through the public-services portal or using the VSAA form or a free-form application through the permitted electronic, postal or in-person channelsLikumi. The rules register the person on the application-submission dateLikumi and give VSAA 10 working days to issue the notification of voluntary participation, including payment-account informationLikumi, and to open an insured-person account where necessaryLikumi.

The form lets applicants select how they wish to receive the decision and its notificationVsaa. It also states that an activated official electronic address takes precedence over the selected delivery methodVsaa. Representatives should check those contact choices with the applicant as well as completing the authority fields.
