Payroll & Labour

Rae municipality has amended the list of posts entitled to 35 calendar days of annual leave in its rules for municipally administered institutionsRiigiteataja. The revised provision took effect on 25 August 2026Riigiteataja. Payroll and personnel teams should match employees’ actual posts to the list when maintaining leave records.

The provision covers youth-centre managers and youth workers; library directors, branch managers and librarians; sports-centre directors and branch heads; and preschool teacher assistants and aidesRiigiteataja. It also names social-centre directors, unit and service managers, Perepesa managers and playroom instructors, community psychologists, care and welfare workers, personal assistants, activity instructors and support persons for parents raising children and for childrenRiigiteataja.

The scope is institutional: the regulation governs the structure, staffing and pay arrangements of institutions administered by Rae municipality. It applies where those matters are not regulated in the institutions’ statutes or other legislation. The revised list should therefore be read in that municipal employment context.

Different leave periods appear elsewhere in the same provision. The general rule is 28 calendar days unless legislation provides otherwise. Preschool directors, heads of studies and teachers receive 49 calendar days; assistant teachers and teacher aides in special preschool groups receive 42; school development managers and coordinators for pupils with special educational needs receive 56. A job’s precise classification matters when selecting the applicable period.

The regulation also sets out how leave pay is handled. It refers to the government rules for calculating average remuneration and permits payment before leave, on the payday following use of leave, or in monthly instalments with wages. If leave is interrupted by agreement or illness after payment, leave pay is recalculated and any overpayment deducted from subsequent wages.

Institutions should review the amended role list alongside their staffing records and leave-pay procedures. The change is recorded in § 9(2) of Rae’s Regulation No 11 of 14 October 2025, as amended in August 2026.

Match staff posts to Rae’s revised leave categories and update leave records where needed.
