Available quantities vary sharply by origin and product. For example, Thailand's prepared poultry quota 05.4215, CN 1602 3219, listed 31,850,123 kg and a 30% reference-quantity limit. Brazil's salted or brined poultry quota 05.4211 listed 13,893,007 kg at 30%; its ex 0210 99 39 classification is subject to the goods being poultrymeat of CN 0207. Orders 05.4411, 05.4412, 05.4420 and 05.4263 showed zero available quantity. On granting a licence, the Secretary of State specifies the quantity of quota goods to be imported under it, under regulation 36.
For first applications under the five December-expiry orders, proof of trade required at least 25 tonnes of goods of the same description in each period from 17 September 2023 to 16 September 2024 and from 17 September 2024 to 16 September 2025GOV. Those periods also determine their average reference quantity. Other orders subject to reference quantities use 1 April 2024 to 31 March 2025 and 1 April 2025 to 31 March 2026, with the same 25-tonne requirement in each period
GOV. Orders without a reference quantity instead require proof of at least 25 tonnes of poultry products in each relevant period
GOV.
Where applicable, an application cannot exceed the reference quantity or the relevant sub-period proportionGOV. The same reference quantity can support applications for each order sharing the same CN codes, subject to that order's limit
GOV. The listed reference-quantity orders also require an independence declaration: either no link to another applicant for the same order, or identification of the linked person and evidence of regular substantial economic activity with third parties
GOV. A valid declaration remains in force under the regulations unless a relevant change affects it.
First applications also required a valid VAT certificate, listing each company where registration is by groupGOV. Security was £10, £20, £35 or £50 per 100 kg according to the order
GOV. Users of another trader's block guarantee had to arrange cross-references before applying or provide another form of security within the window
GOV; later block-guarantee amendments are not accepted
GOV.
For Brazilian orders 05.4211, 05.4214, 05.4217, 05.4251 and 05.4252, goods must carry a Brazilian ministry export certificate confirming originGOV, a requirement effective from 1 July 2024
GOV. Veterinary conditions or restrictions may also apply. Licence rights can transfer only to a company satisfying proof-of-trade requirements
GOV and only once, apart from transfer back to the original holder
GOV. Main electronic licence security, excluding extracts, releases automatically at 95% attribution
GOV.
The legal framework is the Customs (Tariff Quotas) (EU Exit) Regulations 2020, including regulations 27, 29, 32, 33, 35, 38 and 40.
Before October poultry imports, match each licence to its quota-specific expiry, authorised quantity and origin certificate requirements, and verify any proposed transferee meets the applicable trade-evidence conditions.
