Harku sets monthly basic-pay timing from September

Harku municipality’s amended pay guide requires basic pay to be paid once a month, no later than the fifth day of the month following the calculation period, unless otherwise agreedRiigiteataja. Payment goes to the bank account nominated by the staff member or paid government member. A change of account must be notified to the personnel officer in writing. Payroll teams should therefore review both the payment calendar and the account-change process when applying the revised wording.

The guide uses a calendar month as the basic-pay calculation period. Pay is calculated for the time during which the person performed their assigned duties, with working time recorded in a timesheet. Pay is determined and paid within the municipality’s labour-cost budget.

The finance department must issue a statement before each monthly payment showing calculated salary, representation allowance and leave pay, deductions, social tax and unemployment-insurance contributions. That statement provides a separate payroll control alongside the amended deadline for transferring basic pay.

The guide distinguishes how remuneration is authorised. An official’s pay is set by an order of the institution’s head, with a separate rule for the council office head. An employee’s pay is agreed in the employment contract or, where previously agreed in writing in that contract, set by the institution head’s order. A paid municipal-government member’s remuneration is determined by a council decision. Orders awarding variable pay or supplements must state their reasons.

Leave pay has its own timing provision: it is paid by the penultimate working day before leave unless the parties agree otherwise. The guide also provides for a request to receive leave pay with salary. Payroll administrators should distinguish that arrangement from the basic-pay rule when scheduling payments.

The September change is in § 11(6) of Harku’s municipal pay guide, adopted as Regulation No 11 of 26 September 2024 and amended in April 2026.
