Maardu sets a 1.6 factor for school leaders’ teaching pay

The calculation starts with the minimum remuneration for a full-time basic-school or upper-secondary-school teacher. Pay is determined proportionately according to the hours worked and multiplied by 1.6. School payroll teams should use the relevant teacher minimum and recorded teaching hours when applying that formula.

The regulation defines school management to include the director, head of studies and head of educational organisation. Under the accompanying teaching provision, those management members may perform teaching duties in the same school for up to five hours a week, irrespective of the type of contract concluded. An employment-contract addendum is required for the additional teaching work.

The weekly limit applies whether the teaching duties are performed under the employment contract itself or an addendum. The coefficient therefore needs to be applied within the existing rules governing those additional duties, including the identified staff group and permitted teaching hours.

The wider pay guide requires salaries to be agreed in the employment contract or an addendum and funded from the institution’s approved annual personnel budget. Total personnel payments may not exceed that budget. Pay is calculated for a calendar month using working-time records, and the institution’s head is responsible for preparing the timesheet.

The timesheet must reach the institution’s accountant by the first working day of the following month. Salaries are paid once a month, by the tenth day of the month following the work, to the employee’s nominated bank account. These records and payment arrangements give payroll teams the operational basis for applying the amended calculation.

The coefficient is prescribed in § 3¹(3) of Maardu City Government’s Regulation No 2 of 29 August 2023, as amended in June 2026. Institutions should check the teaching-pay formula against the relevant contracts and timesheets.
