Minimum pension rates rise NOK 8,000 with effect from May

Norway's five minimum-pension-level rates have each increased by NOK 8,000 under an amendment that entered into force on 1 September 2026Lovdata and takes effect from 1 May 2026Lovdata. For the separate test governing pension withdrawal before age 67, the increase in the special rate under letter a takes effect on 1 January 2027Lovdata. The regulation continues to state the National Insurance basic amount as NOK 136,549Lovdata. Those figures sit in different provisions from the five minimum-pension rates changed here, so the NOK 8,000 increase should not be applied across all pension-related amounts in the regulation.

The legal basis is FOR-2026-06-23-1239, parts I–IILovdata, amending § 3 of FOR-2026-05-22-869 and specifying the transition for folketrygdloven § 19-11Lovdata.

Use the revised minimum-pension rates from 1 May 2026, keeping the separate 1 January 2027 transition for the early-withdrawal test.
