FOB sets skilled construction workers’ hourly floor at NOK 276.48

The 2026–2028 agreement also raises allowances, changes offshore waiting pay and adds pension-information, company-EV charging and VTA premium rules.

Employers bound by Fellesoverenskomsten for byggfag (FOB) 2026–2028 must apply an hourly minimum of NOK 276.48 for skilled workers. The agreement between NHO/NHO Byggenæringen and LO/Fellesforbundet runs from 1 April 2026 to 31 March 2028, with annual renewal unless terminated on two months’ written notice. It covers the construction work specified in § 1-1, including offshore work under its separate appendix. The hourly floors for workers without a trade or journeyman’s certificate are NOK 250.63 without industry experience and NOK 260.45 with at least one year’s experience; under-18s receive NOK 169.91. Foreign trade certificates approved by Direktoratet for høyere utdanning og kompetanse are equated with Norwegian certificates. The adult overtime calculation base is NOK 347.60 per hour: the applicable percentage is calculated on that base and added to the worker’s hourly wage. Meal money rises to NOK 114 where a worker completes ordinary hours and is ordered to work at least two hours’ overtime that day, unless the employer supplies food. Shift supplements are NOK 35.00 for the second weekday shift and NOK 55.94 for the third. The supplement is NOK 138.22 after 13:00 on Saturdays and after ordinary hours on days preceding public holidays. These shift rates require at least six consecutive working days of shift work; shorter arrangements are paid as overtime. For daily travel without overnight stays, the five distance bands in § 7-1—7.5–15, 15–30, 30–45, 45–60 and 60–75 kilometres—carry allowances of NOK 122.20, 202.60, 238.20, 273.00 and 310.10 when workers arrange transport. Employer-provided free transport gives drivers and passengers NOK 76.00, 127.30, 152.10, 177.60 and 203.90 respectively. Young workers and apprentices receive 85% of the first scale or 70% of the second; better local arrangements continue. No allowance applies below 7.5 kilometres, for fixed work on the employer’s premises, or for comparable client-site assignments where the worker is promised at least two years’ work there in writing. For plumbers reporting directly to a construction site, separate rules cover travel beyond five kilometres from the business to the site and back, with hourly travel-time rates of NOK 144.75 for plumbers, NOK 135.35 for unskilled workers and NOK 110.75 for apprentices for up to 1½ hours daily outside working time. Piecework percentages and monetary factors are stated as at 1 August 2026. The percentages are 153.03% for sheet-metal work, 25.66% for painting, 28.85% for masonry and 14.03% for plumbing. Under § 3-2’s “Kronefaktor” table, the monetary factors are at least NOK 270.69 for roofing, at least NOK 258.98 for the carpentry trade (tømrerfaget), NOK 264.55 for insulation workers, at least NOK 308.76 for concrete work and at least NOK 2.24 for landscaping. Offshore, the hourly supplement is NOK 109.92, night work attracts NOK 61.09 except for hours paid with overtime percentages, and approved rope-access time attracts NOK 62.05. When unforeseen events delay departure after an offshore stay, waiting pay is now individual hourly pay plus an amount equal to the offshore supplement, for up to 12 hours per day; hours worked reduce payable waiting time. Employers must tell each worker who provides their occupational pension and how to monitor contributions and their calculation basis. Where employers provide an electric vehicle, management and representatives must discuss charging arrangements, and the employer must cover workers’ electricity costs. The VTA appendix exempts workers in the specified permanently adapted work arrangement, with disability benefit as their main income, from OU premiums and employee deductions. FOB 2026–2028 governs these terms, with piecework rates in § 3-2 and offshore terms in appendix 15.
