VDI requires asbestos safety checks during other inspections

Lithuania’s State Labour Inspectorate (VDI) is adding two dedicated asbestos construction checklists to its inspection framework, with the amendments approving them taking effect on 1 October 2026E TAR. One checklist concerns applications for permission to carry out construction work involving asbestos; the other concerns the safe performance of that workE TAR.

The distinction matters for businesses preparing permit applications and for those carrying out asbestos removal. Order No. EV-147 assigns each checklist a separate purpose: inspectors must use the permit checklist when assessing applicationsE TAR, while the safe-work checklist is used to control the safe removal of asbestosE TAR. The order adds them as points 1.32 and 1.33 of the existing checklist approval orderE TAR.

The safe-work checklist reaches beyond inspections specifically planned around asbestos. Inspectors are instructed to use it both during targeted inspections and when they happen to encounter asbestos work during another scheduled or unscheduled inspectionE TAR. They must complete it even if they are already using a different checklist or thematic report for the main inspectionE TAR. Businesses therefore need to account for this additional asbestos-specific check when preparing for inspections of work involving asbestos.

The implementation timetable also gives VDI’s Budget and Activity Planning Department until 23 September 2026 to organise the corresponding thematic reports in the DSS IS working-conditions monitoring system and publication of the updated checklists on the Innovation Agency’s website. VDI’s Information Technology and Document Management Department must arrange publication of the order and its approved checklists in the Register of Legal Acts. Territorial department heads must familiarise themselves and their inspectors with the order.

The 1 October date is expressly attached to point 1, which adds the two checklists to the approval frameworkE TAR. The order separately sets out the instructions on their use and the preparatory responsibilities. For permit applicants and employers managing asbestos removal, the practical distinction is between the permit-assessment checklist and the additional safe-work checklist an inspector uses on site.

The legal basis is the Chief State Labour Inspector’s Order No. EV-147 of 9 September 2026: point 1 amends Order No. EV-96 of 4 July 2017, while points 2–4 set the commencement date, checklist-use instructions and implementation responsibilities.
