Two asbestos checklists apply from 1 October 2026

Employers planning construction work that exposes workers to asbestos face two new State Labour Inspectorate (VDI) checklists from 1 October 2026E TAR E TAR E TAR. The Chief State Labour Inspector's Order No. EV-147 of 9 September 2026E TAR inserts them into the inspection-checklist Order No. EV-96 as new points 1.32 and 1.33: a checklist for assessing permit applications to carry out construction work while exposed to asbestosE TAR, and a checklist for controlling the safe performance of such workE TAR.

The permit checklist is used to assess applications for a leidimas vykdyti statybos darbus veikiant asbestuiE TAR. The safe-work checklist controls safe asbestos removalE TAR, and inspectors must use it beyond targeted asbestos inspectionsE TAR: they complete it during a targeted inspectionE TAR and whenever they encounter asbestos work in the course of any other planned or unplanned inspection, even where the main inspection already uses a different checklist or thematic reportE TAR. A contractor whose site involves asbestos must therefore be ready for the asbestos-specific check on any inspection, not only an asbestos-targeted oneE TAR.

Both checklists apply within a permission-first regime. Before demolition of structures containing asbestos, alteration of such structures, or asbestos removal, an employer prepares a work plan meeting the asbestos rulesE TAR and files it with the VDI territorial department together with the manager's order approving the plan and the notice of asbestos-related activityE TAR. Where VDI finds documentary defects, it notifies the employer within five working days of receipt and sets a correction period of at least five working daysE TAR; filings left uncorrected are not examined furtherE TAR. Employers whose documents and planned worker-protection measures comply are entered in the published register of employers meeting the competence and readiness requirements within one working day of the decisionE TAR, and an employer that does not meet them may not start the demolition, alteration or removal workE TAR. VDI may also halt asbestos-exposed construction work at a specific workplace, unit or site.

The order also tasks VDI territorial heads with briefing their inspectors, the IT and document-management head with publishing the order and checklists in the Register of Legal Acts, and the budget and planning head with preparing the corresponding thematic reports in the DSS IS monitoring system by 23 September and publishing the updated checklists on the Inovacijų agentūra website.
