OIM verifier registration opens via the O3CI portal

Accredited verifiers register for the OIM registry through the OIM registry's third-country operator (O3CI) portal, on the basis of an application to the competent authority of the country of their accreditation. Registration in the OIM registry is an obligatory precondition for carrying out verification of actual emissions for OIM purposesVID. Operators and verifiers use the same portal with different roles: operators submit installation and emissions information, while verifiers check that information and prepare the verification report; the verified actual emissions data then feed the authorised OIM declarants' compliance.

Registration takes three steps. First, each user creates an individual EU Login account: going to EU Login, registering with an email address (a company address recommended), creating a password and confirming registration through the link received by email, and setting up two-factor authentication (EU Login app, QR code or a FIDO2 security key). Second, the user requests technical access in the O3CI portal: going to the OIM registry O3CI portal, logging in with EU Login credentials, and completing the registration form with company details and registration number, company email address and website, and the user's role. The request has one attached PDF combining the accreditation certificate, the company registration document, proof of representation rights such as a power of attorney, and the authorised representative's identity document — in English recommended, or with an unofficial English translation alongside the original. Approval of technical access is a European Commission competence; it covers only technical access to EU Access and does not itself register the verifier in the OIM registry or open third-country operator data. Third, after receiving technical access, the user completes the application for registration as an accredited verifier in the O3CI portal and submits it to the competent authority of the EU Member State in which the verifier is accredited, following the Commission's English-language instructions and short guide for accredited verifiers.

Accreditation itself is unchanged: the verifier applies to the accreditation body of the Member State where it is established, stating the accreditation scope — the goods groups applied for — and the LATAK website publishes the SEG verification and validation bodies' accreditation scheme (LATAK-D.17029+14065-VV), which includes the OIM verifier accreditation requirements. The context for the registration is that an authorised OIM declarant must ensure accurate determination and declaration of emissions embedded in imported goods; the first OIM declaration for 2026 imports of OIM goods is due by 30 September 2027. Where the declaration uses the Commission's standard values, no verification of emissions is needed; where it uses actual embedded-emissions data, those data must be verified by an accredited and independent verifierVID.
