Companies that lodge export declarations can connect their own information systems directly to the customs Automatizētā eksporta sistēma (AES) through a new application programming interface.VID Export declarations are drawn up in AES, which was developed to European Union requirements, and access runs through the Elektroniskās deklarēšanas sistēma with the Elektroniskās muitas datu apstrādes sistēma (EMDAS) entry point. The Valsts ieņēmumu dienesta Muitas pārvalde developed the interface
VID as part of its continuing digitalisation of customs processes.
The interface enables data exchange between a trader's information systems and AESVID, so declaration data flows from the company's own systems instead of being retyped. That reduces the volume of manual work in completing customs declarations. Traders are invited to evaluate implementing the interface in their business processes.
Before using the interface in the live AES working environment, companies can review the solution and verify its operation in the EMDAS2 AES test environment.VID Testing there lets an exporter or its software provider confirm that messages validate and declarations behave as expected without touching production data.
VID Background material is published in the VID sections: information on adding a new EMDAS user sits under Kā pievienot jaunu lietotāju EMDAS, and the AES programming-interface user manual sits under Kā lietot EMDAS. Preparing user access is part of the adoption path, because users prepare customs declarations in AES only once the company's EDS rights manager has assigned the relevant rights to the specific user
VID. Within AES export declarations, the representative subsection under the parties section is completed only where the declarant uses a representative
VID: with direct representation the representative acts in another person's name and on their behalf, while with indirect representation the representative acts in its own name on another person's behalf.
The application forms for using the AES API in the test environment and in the production environment are both found in the Iesniegumi un pilnvaras section.VID Questions about the functionality go to the dedicated address eCustoms@vid.gov.lv.
Legal basis is the Automatizētā eksporta sistēma (AES) within the Elektroniskās muitas datu apstrādes sistēma (EMDAS2).
Evaluate connecting in-house systems to AES via the new API, test in the EMDAS2 test environment, and file the test and production applications.
