Transit procedure users file the transit declaration in the State Revenue Service's Elektroniskās deklarēšanas sistēma (EDS) – Muitas datu apstrāde (EMDAS) – Tranzīta kontroles sistēma (TKS), under the service “Muitas procedūra – tranzīts”. The service standard time is 20–90 minutesVID, and the service is provided immediately where the conditions for placing goods under the procedure are met. Application of the transit procedure and control in EU Member States run electronically and online in the New Computerised Transit System (NCTS); Latvian customs offices use EMDAS TKS, which accepts the transit and TIR carnet electronic declaration, including declarations carrying entry summary declaration data.

Transit declarations are filed electronically at customs offices. Paper transit declarations are accepted only in the separately defined fallback cases — where EMDAS TKS is not working — in which case the customs authority permits paper filing under the fallback (business continuity) procedure. Failure of a Union transit user's own application, the Tranzīta komersanta modulis, is no longer a listed fallback case.

A transit declaration is invalidated after release of the goods through the service “Tranzīta deklarācijas atzīšana par nederīgu pēc preču izlaišanas”, a free-form application is filed in EDS — Dokumenti – No veidlapas – Informācija VID Muitas pārvaldei. The application may also be sent to MP.lietvediba@vid.gov.lv with a secure electronic signature, by post, or delivered in person to the VID Muitas pārvalde at Talejas iela 1, Rīgā. The service standard time is 10 days.

The surrounding procedure is unchanged: the procedure user lodges a guarantee for the potential customs debt, presents the goods to the office of departure with the transit declaration, and the goods are presented to the office of destination within the time set by the office of departure, following the prescribed route where one is set; seals and other means of identification stay intact, and transit neither changes the customs status of the goods nor triggers import duty, other charges or trade-policy measures on non-Union goods beyond prohibitions and restrictions.
