Transit declarations move to a 20–90 minute service standard
Traders file transit declarations in EDS–EMDAS–TKS with a 20–90 minute service time; invalidating a transit declaration after release takes a free-form application with a 10-day standard time.

Transit operators file the transit declaration in the State Revenue Service's Elektroniskās deklarēšanas sistēma (EDS) – Muitas datu apstrāde (EMDAS) – Tranzīta kontroles sistēma (TKS), under the service “Muitas procedūra – tranzīts”. The service standard time is 20–90 minutesVID, and the service is provided immediately where the conditions for placing goods under the procedure are met. Transit application and control run electronically and online in the New Computerised Transit System (NCTS); Latvian customs offices use EMDAS TKS, which accepts the transit and TIR carnet electronic declaration, including declarations with entry summary declaration data.

The surrounding procedure is unchanged: the procedure user lodges a guarantee for the potential customs debt, presents the goods to the office of departure with the transit declaration, and the goods are presented to the office of destination within the time set by the office of departure, following the prescribed route where one is set; seals and other means of identification stay intact, and transit neither changes the customs status of the goods nor triggers import duty, other charges or trade-policy measures on non-Union goods beyond prohibitions and restrictions.
