EU extends Ukraine sanctions to 2029, delists seven

The EU renewed its Ukraine territorial-integrity sanctions for a further 36 monthsEuropa: Decision 2014/145/CFSP now provides that it applies until 22 September 2029Europa. The replaced entries include former members of the State Duma who voted in favour of resolution No. 58243-8 on the appeal to recognise the Donetsk People's Republic and the Luhansk People's Republic, military commanders including former Belarusian Chief of the General Staff Viktor Gulevich and Russian Ground Forces commander Oleg Salyukov, and leading businesspersons such as Petr Aven, Andrey Melnichenko, Dmitry Mazepin, German Khan, Alexey Kuzmichev and Suleyman Kerimov. Screening data keyed to names, dates of birth, functions or reason texts should be refreshed against the new annex entries.

The freeze and the prohibition on making funds or economic resources available continue to apply to everyone who remains listed in Annex IEuropa. The Council's recitals tie the 36-month renewal to the continuation of Russia's illegal actions in violation of the prohibition on the use of force and of international humanitarian law, recalling the European Council conclusions of 18 and 19 June 2026.

These changes were made by Council Decision (CFSP) 2026/2161 amending Decision 2014/145/CFSP, adopted on the basis of Article 29 TEU, and Council Implementing Regulation (EU) 2026/2160 amending Regulation (EU) No 269/2014, adopted on the basis of Article 14(1) and (3) of that Regulation.
