Strong-alcohol stamp data moves from ALKOR into a company-run MAIS register

From 1 November 2026 the national alcohol register closes and excise-stamp users register >22% products in MAIS instead; products can be entered from 5 October and identified by a MAIS product ID.

Estonia's national alcohol register (ALKOR) closes on 1 November 2026, and from that date the excise-stamp information system (MAIS) no longer draws strong-alcohol product data from ALKOREmta. The stamping duty itself does not change: alcohol with an ethanol content above 22% by volume, bottled in retail packaging of at least 0.05 litres, must still carry an excise stamp.

The main change is where the product data lives. Until 31 October 2026 MAIS checks and pre-fills the data of alcohol products above 22% (product name, alcohol content, package volume and alcohol type) from ALKOREmta. From 1 November 2026 users pre-fill that data in MAIS with a unique MAIS product ID instead of the ALKOR registration numberEmta. The ID is assigned automatically when the product is entered in the MAIS products register, and it becomes the basis for all subsequent MAIS operations with alcohol products.

The register is company-based, not publicEmta: each company views, searches, adds and deletes only its own listEmta. Products are added through the user interface or by uploading an XML or CSV file, and the client list with MAIS product IDs can also be downloaded on request. Registration of stampable alcohol products in the MAIS alcohol-products register opens on 5 October 2026Emta, including XML and CSV uploads; the download capability is added in the second half of October 2026, with the exact date to be announced. The MAIS product ID can be used in system operations from 1 November 2026Emta.

EMTA has published a new MAIS user guide dated 01.11.2026 alongside the previous guide labelled valid until 31.10.2026, and the technical-information page carries parallel XML and CSV filling instructions and file sets for the periods up to 31.10.2026 and from 01.11.2026. Product registration in MAIS follows the new guide: the Tootele kinnitamise teade (notice of affixing stamps to products) is compiled against the registered product's ID, after which the system pre-fills the name, package volume, ethanol content and alcohol type. Registered product data cannot be edited in place: a product that needs changing must be deleted and re-added, and a deleted product remains visible with the status Kehtetu.
