Tulli has confirmed the currency conversion rates to be used when determining the customs value of imported goods cleared to free circulation in Finland during October 2026.Tulli The notice was published on 25 September 2026, and the rates themselves appear on Tulli's Valuutan muuntokurssit page for the stated application period.

The practical rule for declarants is which month's table governs. Import and export declarations use the conversion rates of the month in which the customs declaration is made and accepted by Tulli.Tulli Where the commercial or freight invoice states the value in a currency other than euro, the declaration carries the price and related items in that currency and the system converts the amounts into euro using Tulli's confirmed rates. In certain cases the declarant must perform the conversion itself, following the import and export customer instructions.

The rates are not set arbitrarily. Conversion uses the European Central Bank's published rateTulli; Tulli determines the rate itself only where no ECB rate is available. Each month's rates rest on the exchange rate of the second-to-last Wednesday of the month and apply for one month starting on the first day of the following month — so the October 2026 table governs declarations made and accepted during OctoberTulli.

Where a needed currency is missing from the published list, the procedure is fixed: ask Tullineuvonta for the rate, declare the commercial price in euro converted at the rate received, and report the rate on the declaration with additional information code FIKUR, giving the rate and currency (for example 19,14 MDL) as its description. Declarants clearing goods to free circulation in Finland on or after 1 October should therefore verify that their systems point at the October table before lodging.

Legal basis: Tullin vahvistamat valuutan muuntokurssit, applied to the customs value (tullausarvo) of imported goods.

Point October 2026 import declarations to the new Valuutan muuntokurssit table, and ask Tullineuvonta for a FIKUR rate where the invoice currency is missing from the list.
