Residents of four more departments now obtain their quitus fiscal through the ANTS téléservice instead of by email to the tax office.Service Public The service-public guidance page for buying a vehicle abroad splits France into two tracks: residents of the listed departments run the quitus fiscal procedure through the Agence nationale des titres sécurisés (ANTS) téléservice, while residents of every other department apply to the tax office. The listed departments were 57, 59, 62 and 67

The quitus fiscal — the certificat fiscal proving the vehicle is in order for VAT — is needed to obtain a certificat d'immatriculation for a new or used vehicle bought in another EU Member State. No quitus is needed for trailers, semi-trailers or agricultural and forestry vehicles. In the ANTS-track departments, private individuals request the quitus at the same time as registration, entirely online; professionals who do not yet know the vehicle's final buyer can request the quitus alone, also online. Any VAT due is then paid by bank card or direct debit for individuals, or via the VAT return — or immediately by card or debit — for professionals. Residents of other departments email the tax office with form n°1993-PART-D-SD plus the purchase invoice or transfer certificate, the foreign registration document, ID and proof of French domicile — with a mandate where the applicant is not the buyer, and a certified translation that may be requested where the invoice or registration document is not in French — and any VAT due is paid exclusively by bank transfer.
The page's legal references now include the arrêté du 12 septembre 2023 creating the téléservices for registering vehicles from another EU Member State, and newly the arrêté du 4 août 2021 creating the service national des quitus. Residents of departments 06, 44, 69 and 75 buying a vehicle in another EU country should therefore use the ANTS online route and the ANTS immatriculation contact rather than emailing the tax office.
