One CBAM certificate corresponds to one tonne of carbon dioxide equivalent embedded in imported CBAM goods. An importer must acquire paid certificates matching the product-specific embedded emissions of the CBAM goods it brings in from outside the EU. The price charged is the price of the quarter in which the import took placeTulli, so the EUR 82.32 figure sets the cost for July–September 2026 imports

In 2026 the quarterly prices track realised EU Emissions Trading System (ETS) auction prices. The Commission calculates each quarter's price as the volume-weighted average of the auction clearing prices of allowances auctioned on the common and opt-out platforms, excluding cancelled auctions. The calculation is done during the first calendar week of the following quarter, and the price is published on the Commission's website on the first working day of the week after that. From the third quarter of 2026 the quarterly prices are also visible to authorised CBAM declarants directly in the CBAM registry.

There is no cap on how many certificates a declarant may buy, but CBAM certificates cannot be traded between parties. The Commission repurchases surplus certificates only up to the number the declarant was obliged to acquire. From 2027 the pricing rhythm changes: the Commission will calculate the certificate price weekly from realised ETS auction prices instead of quarterly.
The legal basis is Commission Implementing Regulation (EU) 2025/2548, Articles 1 and 4, applying Regulation (EU) 2023/956 on the carbon border adjustment mechanism.
Cost July–September 2026 CBAM imports at EUR 82.32 per tonne of embedded CO2 equivalent and file the first annual CBAM declaration for 2026 imports by 30 September 2027.
