EU producers may seek review of Chinese ring binder duties
EU producers can ask the Commission to review anti-dumping duties on certain Chinese ring binder mechanisms, extended to Vietnam/Laos consignments; otherwise they lapse after 29 June 2027.

EU producers can now submit a written request to the European CommissionTulli asking it to examine whether the anti-dumping duty on certain ring binder mechanisms from China should continue to apply. Finnish Customs (Tulli) announced the opening of the review window on 5 October 2026.
The duty covers certain ring binder mechanisms originating in ChinaEuropa, currently classified under CN code ex 8305 10 00. It was extended to products consigned from Vietnam and Laos, whether or not declared as originating there, and the Tulli notice lists the TARIC codes in force for those flows alongside the codes subject to ad valorem duty and to a minimum import price.
If no expiry review is initiated, the last day of validity of the duty is 29 June 2027Tulli. The matter is set out in Commission notice C/2026/5019. The Official Journal states the deadline by which investigations and reviews may be commented on and the Commission address to which comments are sent.
The measures have a long history. A definitive anti-dumping duty was imposed by Commission Implementing Regulation (EU) 2016/703Europa following an expiry review under Article 11(2) of the basic anti-dumping Regulation. Ring binder mechanisms for this purpose consist of two steel sheets or wires with at least four half-rings of steel wire fixed on them, held together by a steel cover. For mechanisms with 17 or 23 rings the duty equals the difference between a minimum import price of EUR 325 per 1 000 pieces and the net free-at-Community-frontier price; other mechanisms carry ad valorem rates of 51.2 % or 78.8 % depending on the producer. The extension of the measures to imports consigned from Vietnam and Laos was maintained in the same Regulation.
The Commission examines and handles the introduction of anti-dumping duties for the EU as a whole. Finnish Customs has no decision-making power in the matter; it only informs traders about it. Companies concerned should act within the stated deadline, since that is the only way to influence the outcome.
The legal basis is Commission Implementing Regulation (EU) 2016/703, Article 1, applying Council Regulation (EC) No 1225/2009, with the review window announced in Commission notice C/2026/5019.
