Tulli: declare import location and inspection place in the right fields
Import declarants must give the goods' location and the proposed inspection place in the correct declaration fields; errors block release from temporary storage and propagate onto the transfer permit.

An import customs declaration must carry two pieces of location data: the place where the goods are when the declaration is lodgedTulli, and the place where the declarant wants Tulli to inspect the goods
Tulli. Even where the two places coincide, the information must still be given in both fields of the declaration.
Tulli
Getting the fields right has a direct operational consequence. A warehouse keeper cannot release a consignment onwards from temporary storage if the warehouse identifier has been entered in the wrong field or the data is erroneous.Tulli Correctly declared data speeds up customs clearance and the release of goods from the warehouse.
The goods' location at declaration is given either as a warehouse identifier or as address data.Tulli Where the goods are in a customs warehouse or in temporary storage, the location data to give is the warehouse identifier — an EORI number with extensions (for example FI1234567-800101).
Tulli Goods elsewhere are identified by the address of the place where they are, such as the place of arrival.
Tulli In the Tulliselvityspalvelu service the identifier goes in the "Tullivarasto tai väliaikainen varasto" field
Tulli and the address in the "Tavaran sijainti" field
Tulli; message declarants use the "Varaston tunnistetiedot" data group and the "Tavaroiden sijaintipaikka ilmoitusta annettaessa" data group respectively
Tulli
Tulli. The warehouse identifier lookup service has been discontinued
Tulli, so the identifier must be requested from the warehouse keeper or the carrier
Tulli.
The proposed inspection place is declared in the "Ehdotettu tarkastuspaikka" field in TulliselvityspalveluTulli and in the "Tavaran sijaintipaikka" data group in a message declaration
Tulli, with the inspection-place type and qualifier
Tulli. A licensed place (type B) covers a customs or temporary storage warehouse identified by its warehouse identifier
Tulli; an approved place (type C) covers a pre-approved control point (CP) or another Tulli-approved temporary storage place
Tulli; type D covers other premises such as the company's own non-approved warehouse.
Tulli The address must be exact enough to guide inspectors straight to the inspection place: street name plus the house or door number giving access to it, together with the name of the company at the address
Tulli.
Tulli A container yard in a port where no inspection can be performed is not an acceptable inspection place.
Tulli
The inspection place must also be suitable for the inspection itself. Goods must be unloadable safelyTulli, the premises must be lockable
Tulli and under the control of the operator or their representative
Tulli, and they must be designed for storing goods — for example a company warehouse or other company premises closed to customers
Tulli. Premises protected by domestic privacy, such as a dwelling, cannot serve as the storage or inspection place.
Tulli If the declared inspection place cannot be accepted, another one may be proposed.
A wrongly declared inspection place must be corrected on the declaration without delay: where the place is unsuitable, the data sits in the wrong field or data element, or exact location details are missing.Tulli Moving the load to the inspection place requires a transfer permit granted by Tulli
Tulli, and the permit prints the inspection-place address from the declaration data
Tulli — so an error in the declaration propagates onto the permit
Tulli. Data printed on an issued permit must not be altered by the declarant
Tulli; correction must be requested from Tulli through a free-form contact message or in Tulliselvityspalvelu
Tulli. Once Tulli has decided to inspect the goods, the declaration may no longer be corrected until Tulli permits it
Tulli, and the correct information is then given by free-form contact
Tulli. Message declarants should also check with their own software provider how the location and inspection-place data elements are named in their software.

Import declarants should verify that goods-location and inspection-place data sit in the correct declaration fields, that the inspection address is exact, and that the warehouse identifier was obtained from the warehouse keeper or carrier.
