PEM origin statements: temporary 'Revised rules' marking dropped

The February bulletin explains why the marking existed. At the time, Egypt was still applying the alternative transitional rules and, according to information received by the Commission, required markings on EU-drawn origin statements under its national legislation; the marking was to be dropped once Egypt definitively approved the revised rules. For Morocco the reason was different: incorrect interpretations of the agreement by individual customs offices, against which Morocco had begun internal corrective measures. The January reform bulletin adds context: exporters should still verify that exported products meet all substantive requirements of the new rules, including product-specific origin rules, and the marking practice lived in Article 20(3) of the revised rules (box 7 of EUR.1 certificates; appended to the origin declaration text).
For exporters whose marked certificates are now rejected in the destination country, EU exporters may apply for a EUR.1 movement certificate retrospectivelyTulli.
