Tulli's REX page (REX-rekisteröity viejä) has added a new destination group to its invoice-declaration listTulli: Pacific states (Tyynenmeren maat) — Fiji, Papua New Guinea, Samoa and the Solomon Islands (Fidži, Papua-Uusi-Guinea, Samoa ja Salomonsaaret)
Tulli. A REX-registered exporter may now draw up the invoice declaration (kauppalaskuilmoitus) for consignments of originating products worth over EUR 6,000 shipped to those four countries
Tulli, alongside the existing ESA states (Madagascar, Mauritius, Seychelles, Zimbabwe and Comoros) already on the same list.
The surrounding framework is unchanged. Registration as a REX exporter runs through the REX service; once registered, the exporter receives a Finnish FIREX number (business ID with a FIREX prefix, e.g. FIREX12345678), which consignments above EUR 6,000 require in their origin statements. The other declaration families are unchanged — origin declarations for Canada, Ghana and Côte d'Ivoire (EPA); origin statements for the United Kingdom, Japan, Singapore, Vietnam, New Zealand, Chile, GSP and OCT countries and Mercosur states — as are the other two registration triggers: re-consigning uncleared GSP-origin goods worth over EUR 6,000 within the EU, Norway or Switzerland, and exporting EU-origin goods to GSP countries for processing.
Tulli's export-declarations guidance confirms the general rule behind the entitlement: an exporter without authorised-exporter status or REX registration may only issue a standard declaration for originating products worth at most EUR 6,000Tulli, while an authorised or registered exporter's declaration carries no maximum value. Its authorised-exporter page lists the same four Pacific states (Tyynenmeren valtiot: Fidži, Papua-Uusi-Guinea, Samoa, Salomonsaaret) among the invoice-declaration (alkuperäilmoitus/kauppalaskuilmoitus) destinations.
For REX-registered Finnish exporters shipping EU-origin goods to Fiji, Papua New Guinea, Samoa or the Solomon Islands, the practical point is immediate: consignments above EUR 6,000 can now travel on an invoice declaration carrying the exporter's FIREX numberTulli, with the wording models (tekstimallit) linked from the same page.
Legal basis: Tulli guidance REX-rekisteröity viejä (invoice-declaration destinations, FIREX registration) with Alkuperäselvitykset viennissä (EUR 6,000 declaration rule) and Valtuutettu viejä (Pacific states among invoice-declaration destinations).
For consignments over EUR 6,000 to Fiji, Papua New Guinea, Samoa or the Solomon Islands, issue a kauppalaskuilmoitus carrying your FIREX number.
