OFSI has issued Legal Services General Licence INT/2026/11112108GOV, which takes effect following the expiry of Legal Services General Licence INT/2026/9512597 on 28 October 2026
GOV and expires on 28 April 2027. OFSI lists the new licence as issued on 29 October 2026 for legal-services payments across multiple regimes
GOV.
The licence covers most United Kingdom autonomous sanctions regimesGOV, with the covered regimes set out in Annex 1 of the licence. A United Kingdom legal firm or United Kingdom counsel that has provided legal advice to a person designated under one of the listed regimes may receive payment from that designated person without applying for an OFSI specific licence, provided the terms of General Licence INT/2026/11112108 are met.
GOV The permission therefore turns on three points: the payee is a United Kingdom legal firm or United Kingdom counsel, the advice was given to a designated person under a listed regime, and every term of the new licence is satisfied.
Reporting runs through a single online legal-services reporting formGOV, replacing the two-form pattern shown for earlier licences, where pre-designation prior-obligation fees used Part A and post-designation fees used Part B. Anyone intending to rely on the new licence should consult the copy of the licence for the full definitions, permissions and usage requirements before accepting payment, since the permission operates only within those terms
GOV.
The rotation continues the established six-month cadence visible in the licence history: earlier legal-services licences expired on 28 October 2023, 28 April 2024, 28 October 2024, 28 April 2025 and 28 October 2025, with INT/2025/7323088 taking effect after the October 2025 expiry and the predecessor INT/2026/9512597 taking effect after the April 2026 expiry and itself expiring on 28 October 2026. The April 2026 predecessor covered the same payee and payment shape, permitting a United Kingdom legal firm or counsel advising a designated person under the listed regimes to be paid without a specific licence subject to its own terms. Firms should therefore treat 28 April 2027 as the end of the current permission and check in good time whether OFSI has issued a successor, rather than assuming the April 2027 licence extends further.
Banks and compliance teams assessing a legal-fee transfer from a designated person should match the payment against the new licence number, the listed-regime scope in Annex 1, the legal-advice purpose, and the reporting-form record, and should require confirmation that each term of INT/2026/11112108 is met. Payments outside the listed regimes, outside legal-advice fees, or outside the licence terms still need an OFSI specific licence.GOV
OFSI issued the licence under most United Kingdom autonomous sanctions regimes, with the covered regimes listed in Annex 1 of the licence, alongside its publication notice and the general-licences collection entry.
