KRT-1157 role filings now need an Enhetsregisteret role

Filing role notifications and fitness assessments (KRT-1157) now requires a role in Enhetsregisteret. The form's new Tilgang og fullmakter section states that anyone filling in and submitting Roller og egnethetsvurderinger must hold a role in EnhetsregisteretAltinn; the alternative is an authorisation (fullmakt) to either the single service or one of the listed access packages, Starte, endre og avvikle virksomhetAltinn. In a transitional period the form can still be used by holders of the old-Altinn role Utfyller/InnsenderAltinn. The transitional list's second entry carries no readable role nameAltinn — the page shows only the text "undefined" there — so Utfyller/Innsender is the only transitional role the page as written identifiesAltinn. The previous rule required only fullmakt to the single service or to the package Starte, endre og avvikle virksomhetAltinn, with a pointer to the access-management page and delegation.

The form is the channel for reporting changes in roles — board members, managing director, responsible officers or actual managers, owners and agents — and fitness assessments to Finanstilsynet, and it is also used for licence applications. It is completed and submitted by undertakings supervised by Finanstilsynet that hold or have applied for a licence as stated on Finanstilsynet's pages. For persons subject to fitness requirements the undertaking must provide all information needed to assess whether the requirements are met, attaching whatever cannot be entered in the Altinn form itself.

The underlying duty is that for nearly all supervised undertakings, board members, the managing director and any other person actually managing the business must be fit, so that the business is run prudently; the undertaking is at all times responsible for meeting the fitness requirements and must have procedures ensuring compliance and notification to Finanstilsynet. Finanstilsynet's 2023 notice on KRT-1157 records that most supervised undertakings use Altinn form KRT-1157 for role and fitness notifications, that the fitness requirements apply to board members, the managing director and others actually managing the business, and that the notification must contain all information needed for the assessment.

For access administrators and compliance staff the consequence is practical. Check before the next submission that the person filing KRT-1157 holds an Enhetsregisteret role, or holds fullmakt to the single service or to the Starte, endre og avvikle virksomhet packageAltinn; otherwise arrange delegation through someone entitled to delegate, or rely on the transitional Utfyller/Innsender role while it lastsAltinn. Do not plan around a second transitional role: the page as written names noneAltinn.
