Imports of certain polyether polyols from China must be registered at EU customsEuropa from 7 November
Tulli 2026 for nine months, so that any definitive anti-dumping duties can later be levied retroactively on the registered imports. Finnish Customs announced the registration on 6 November 2026; the measure itself comes from the Commission
Tulli, acting on its own initiative under Article 14(5) of the basic anti-dumping Regulation 2016/1036.
Registration is the early-warning stage of an anti-dumping case the Commission opened on 30 June 2026 into polyether polyols from China, following a complaint of 8 June 2026 by BASF, Covestro, PCC Rokita, Shell and Chimcomplex on behalf of Union producers. The registration duty is laid down in Commission Implementing Regulation (EU) 2026/2409 of 5 November 2026, published on 6 November 2026Europa and entering into force the day after publication
Europa. Registration expires nine months after entry into force.
Europa
The product concerned is defined chemically, not by brand: organic polymers containing multiple ether linkages and chemically unreacted hydroxyl groups with a hydroxyl number between 10 and 520, obtained by polymerisation of a starter with ethylene oxide and/or propylene oxide, currently classified under CN code ex 3907 29 20Tulli with TARIC codes 3907 29 20 35 and 3907 29 20 90
Tulli. It covers pure polyether polyols, blends, products of a single pure polyether polyol with dispersed polymeric solid particles, mixtures of two or more pure polyether polyols with or without such particles, and formulations of pure polyether polyols with additives such as flame retardants, surfactants or stabilisers and/or catalysts, with or without particles; antioxidants do not count as additives. A product is covered only if at least 50 per cent of its weight consists of pure polyether polyol or polyols
Europa, where a pure polyether polyol is one of which at least 90 per cent by weight is polyether polyol originating in China
Europa. Polyethylene glycols under CN 3907 29 11 are excluded
Europa, while polyether polyols classed as No-longer-polymers under REACH remain covered.
Registration creates no duty yetEuropa, but it preserves the possibility of retroactive collection
Tulli. Any future liability will follow the investigation findings, and the conditions for retroactivity will be assessed in the regulation imposing any definitive duties. The complaint estimated dumping margins of 101 per cent and an injury elimination level of 60 per cent for October 2024 to September 2025, with any future liability normally set at the lower of the two under Article 9(4) of the basic Regulation — unless raw-material distortions under Article 7(2a) lead the Commission to set it at the dumping margin under Article 7(2b) because a lower duty would not remove injury. The Commission stresses it cannot yet estimate any liability and the complaint figures create no expectations.
For importers, brokers and trade-compliance teams the consequence is immediate: ensure entries of the Chinese product under the two TARIC codesEuropa are registered from 7 November, preserve origin and composition evidence showing whether the 50 and 90 per cent thresholds and the exclusions apply, and price the retroactive-duty risk into contracts for the nine-month window. Finnish Customs has no discretion in the investigation

Tulli. Legal basis: Commission Implementing Regulation (EU) 2026/2409, Articles 1–2; Regulation (EU) 2016/1036, Articles 7(2a)–(2b), 9(4) and 14(5).
Register Chinese polyether polyol entries under TARIC 3907 29 20 35/90 from 7 November 2026 and secure origin and composition evidence for the retroactive-duty risk.
