Exit summary declaration cannot be filed afterwards; it is the loading permit
Tulli adds that FI615 must be lodged before loading because it serves as lastauslupa — carriers and postal operators can no longer fix a missing declaration retroactively.

The exit summary declaration (poistumisen yleisilmoitus, FI615) must not be lodged retroactivelyTulli, because the declaration also serves as the loading authorisation (lastauslupa)
Tulli. That new sentence on Finnish Customs' exit-declaration page
Tulli closes what some operators may have treated as a fix-it-afterwards option: without a timely FI615 there is no permission to load
Tulli, and a declaration submitted after the goods have left cannot cure the omission
Tulli.
The rule matters because responsibility for exit declarations sits with the carrier or postal operator, not the exporterTulli, even when an agent is used. The exporter or its representative handles the export declaration, while the carrier or postal operator handles the FI615. If systems are down, the fallback (varamenettely) instructions apply instead of waiting and filing afterwards.
FI615 is the safety-data declaration for goods leaving the EU customs territory when no export declaration or transit declaration containing safety data has been lodged. It is filed by message or in the Customs Clearance Service (Tulliselvityspalvelu), and safety data must reach the competent customs office within the prescribed time limit before the goods are taken out of the Union. By road and rail the declaration is given as the goods leave EU territory; by air and sea it is given when the goods are loaded onto the vessel or aircraft that will carry them out of the EU. That loading-time logic is exactly why a retroactive filing cannot work: the declaration is the document on the strength of which loading proceedsTulli.
The page keeps the mode-by-mode pattern unchanged. In air traffic FI615 is used where no export declaration and no transit declaration with safety data covers the departing goods, alongside the re-export notification (FI570) — for example where goods leave the EU after no more than 14 days in temporary storage — and the exit notification (FI590). The same trio applies in sea and rail traffic, and in road traffic FI615 applies on the same condition. For empty means of transport carried under a transport contract, such as containers, trailers, wagons, pallets or reusable marked packaging, an entry or exit summary declaration is still required; an operator's own leased containers count as its own means and need no safety data, and empty packaging leaving the Union needs no FI615.
Two standing exceptions remain. Where the destination is Switzerland, Liechtenstein or Norway, no FI615 is needed, though the other exit declarations (FI507 and FI590) are still given. And a long list of goods needs no pre-departure declaration at all, including electrical energy, pipeline products, letter mail, goods moved under UPU rules, household effects not carried under a transport contract, travellers' baggage, goods accepted on oral export or temporary-import declarations without a transport contract, ATA and CPD carnet goods, NATO form 302 movements, intra-Union vessel and aircraft movements that call at no port or airport outside the customs territory, military movements, offshore-installation supplies, diplomatic consignments, ship and aircraft stores and spares, and consignments to Ceuta, Melilla, Gibraltar, Helgoland, San Marino, the Vatican and Livigno.
For carriers, postal operators and declarants the action is procedural: lodge FI615 before loading or departure in every modeTulli, since a missing FI615 cannot be filed afterwards
Tulli. If filing is impossible because of a system outage, follow the fallback (varamenettely) instructions; declarations made on the fallback form must still be followed by the electronic declaration within seven days of the end of the outage. Legal basis: Regulation (EU) No 952/2013, Article 263 (pre-departure declaration lodged within a specific time-limit before goods leave; Article 263(3)(c) exit summary declaration) and Article 271; applied through Tulli guidance on poistuvan tavaran ilmoitukset, FI615 as lastauslupa.
