Heavy-transport charging aid is paid on completion, with five-year terms

The ordinance covers infrastructure where one or more actors develop charging stations or hydrogen refuelling stations. Electric vehicles are buses or heavy lorries, as defined in lagen (2001:559) om vägtrafikdefinitioner, with a propulsion system containing at least one non-peripheral electric machine and an externally chargeable energy storage system; electric vessels are floating constructions with their own such propulsion system. A charging station is a facility with one or more charging points, and a hydrogen refuelling station is a physical facility at a given place with one or more refuelling points.

Where the infrastructure is to be open to users other than the aid recipient, three further conditions apply. The recipient must be judged able to spread knowledge and information about the measure; must be able to make available relevant vehicle, vessel, charging and refuelling data on electrification and optimised logistics flows; and the charging and refuelling points must be equipped so that information about them can be communicated and published in real time. Statens energimyndighet may set additional criteria beyond those conditions.

Aid may also be granted for development, testing and demonstration of charging and hydrogen-refuelling infrastructure under Chapter I and Article 25.2(c) of Commission Regulation (EU) No 651/2014, and for measures relevant to carrying out such an infrastructure investment under Chapter I and Article 27 of that regulation. Aid may in addition be granted under Commission Regulation (EU) 2023/2831 on de minimis aid; an application on that basis must state the de minimis aid the applicant has received over the latest three-year period and any aid it has previously applied for or been granted for the same eligible costs.

Several exclusions apply. Aid may not be granted for measures that must be carried out to meet an obligation under law, another statute or a permit condition, or that have already received other public support for the same purpose. Nor may aid go to an undertaking in liquidation or bankruptcy, one with tax or fee debts or other debts transferred to Kronofogdemyndigheten and enforced as allmänt mål, or one with an overdue debt concerning repayment of a grant from Statens energimyndighet.

A decision must state by when the measure is to be completed and in operation, and any condition requiring a charging or refuelling station to stay in operation may run for at most five yearsGOV. Aid is paid out after the work is completedGOV. Statens energimyndighet must revoke aid in whole or in part where, among other grounds, incorrect information caused an unwarranted or excessive award or the aid conditions were not met and the deviation is not minor. A recipient is then liable to repay, with interest under 5 § räntelagen (1975:635) from the thirtieth day after the recovery decision.

The legal basis is förordning (2022:107) om statligt stöd till laddnings- och tankningsinfrastruktur för tunga transporter, in particular 3–6, 9, 9 a, 12–13, 15–16, 18 and 20 §§, as amended by förordning (2026:1256)GOV.

Submit the application electronically through an authorised representative before the work starts, and build the decision's completion date, the open-access criteria and the five-year operation limit into the project plan.
