Rae municipality’s new financial-management procedure takes effect on 1 September 2026Riigiteataja. It governs the council, municipal government, administrative authority and municipally administered institutions
Riigiteataja, covering budget preparation and execution, reserve-fund use and annual reporting. Municipal finance teams should incorporate its responsibilities and timetable into their working procedures.
For annual reporting, companies and foundations in the consolidation group must submit their audited annual reports to the municipal government by 15 March of the following yearRiigiteataja. The finance department coordinates preparation of the municipality’s annual report and the draft council approval decision
Riigiteataja. The municipal government must submit the audited report to the council by 31 May, with the independent auditor’s report attached
Riigiteataja.
Before council approval, the review committee examines the annual report and hears the auditor’s explanation of significant findings and irregularitiesRiigiteataja. It may use those findings to propose improvements to internal controls. The council must approve the annual report by 30 June
Riigiteataja, and the report and associated approval and audit documents are published on the municipality’s website
Riigiteataja.
The procedure also establishes budget-execution controlsRiigiteataja. Only a budget manager designated by the mayor may spend appropriated funds, within their responsibilities and authorisation
Riigiteataja. Budget managers are responsible for execution, while the finance department checks it
Riigiteataja. Changes to an institution’s or function’s detailed allocation require a reasoned written request and the prescribed budget amendment before the expenditure is incurred
Riigiteataja.
The budget records transactions when they occur, independently of cash receipt or paymentRiigiteataja. VAT expense associated with transactions is included with the cost of the goods or services; investment acquisitions are budgeted with the related VAT expense
Riigiteataja. These rules connect the budget presentation with the accounting treatment.
Reserve-fund allocations require a municipal-government orderRiigiteataja, and spending may begin only after the order takes effect
Riigiteataja. Requests must explain the purpose and calculation of the amount sought
Riigiteataja. The finance department keeps the reserve-fund records
Riigiteataja.
These requirements are set out in Rae Municipal Council’s Regulation No 20 of 11 August 2026, “Rae valla finantsjuhtimise kord”Riigiteataja. Finance teams should align group reporting, expenditure authorisation and reserve-fund documentation with the procedure.
Align Rae’s group-reporting timetable and expenditure authorisations with the new financial-management procedure.
