Chinese fastener maker Carrey gets 39.6% EU dumping duty rate

The European Commission has amended the definitive anti-dumping duty on imports of certain iron or steel fasteners originating in ChinaEuropa by adding a new exporting producer to the list of cooperating companies not included in the original sampleEuropa. Carrey Intelligent Manufacturing (Jiashan) Co., Ltd. receives TARIC additional code 88FN and the cooperating non-sampled duty rate of 39.6%EuropaTulli. The amendment is made by Commission Implementing Regulation (EU) 2026/2089 of 18 September 2026, which entered into force on 22 September 2026TulliTulli.

The company, which applied as Suzhou Carrey Intelligent Manufacturing (Jiashan) Co., Ltd., sought new exporting producer treatment under Article 2 of the original Regulation (EU) 2022/191. That provision grants the 39.6% non-sampled cooperating rate to a Chinese producer that shows it exported nothing to the Union during the original investigation period of 1 July 2019 to 30 June 2020, is not related to any exporter or producer subject to the measures, and has actually exported the product to the Union after that period or entered into an irrevocable contractual obligation to export a significant quantity.

The Commission found all three conditions metEuropa: the applicant was founded in 2022, obtained an export licence in 2023 and started exporting the product concerned to the Union in 2025, with significant shipments from April 2025 onwards; its sales ledgers and financial statements showed no exports to the Union during the original investigation period; and checks including a remote cross-check of the related-looking Jiaxing Guwei Precision Technology Co., Ltd. established that the applicant is not related to any producer subject to the measures. The Union industry, represented by the European Industrial Fasteners Institute, submitted no comments, and no comments were received after disclosure of the essential facts on 29 June 2026.

For context, the original Regulation imposed individual rates of 22.1% to 48.8% on sampled Chinese exporting producers, 39.6% on cooperating non-sampled producersEuropa, and a country-wide rate of 86.5% on non-cooperating companies.
