The Commission examines the introduction of anti-dumping duties for the Union as a whole. Tulli, the Finnish Customs, has no decision-making power in the matter; it passes on the information to traders.
How such proceedings run is illustrated by the recent adipic acid case: initiated on complaint in March 2025 following a complaint by Union producers, interested parties were invited to contact the Commission to participate, to comment on initiation and to request a hearing with the Commission or the Hearing Officer in trade proceedings, and imports were made subject to registration under Implementing Regulation (EU) 2025/1041 with a view to possibly collecting duties retroactively. Provisional company-specific duties of 28.6% to 46.8% were then imposed under Implementing Regulation (EU) 2025/2287, with registration discontinued at the provisional stage, and the later definitive Regulation (EU) 2026/913 concluded that the Article 10(4) conditions for retroactive levying were not met. Importers of acetylsalicylic acid under CN code ex 2918 22 00 originating in China should therefore prepare for registration and track the investigation, since duties on their goods may follow.
