Non-residents and other clients who have no company EDS rights manager with sole representation rights must file an application fixing the EMDAS user list
VID, and that application can now travel by e-mail where it carries a secure electronic signature (eParaksts): send it to MP.lietvediba@vid.gov.lvVID. The e-mail route sits alongside the two existing channels — electronically through EDS, and a signed paper documentVID handed in at any VID client service centre or posted to VID Muitas pārvalde, Talejas ielā 1, Rīgā, LV-1978VID.
The application states the users of each subsystem. Filed electronically, it goes through EDS under Dokumenti → Izveidot jaunu dokumentu → Informācija Muitas pārvaldeiVID. Where the application is filed for a non-resident legal person, the filer additionally attaches a power of attorney proving authority to act for the company.VID On the basis of the information stated in the application, the client's rights manager is granted the right to fix or change the rights of that client's other usersVID — to view, to amend, to submit documents, and to register users representing the personVID.
Clients who already have a company EDS rights manager with sole representation rights need no application at allVID: the manager adds new users to the customs systems directly, including themselvesVID.
