EMDAS user-list application gains e-signed e-mail route

Non-residents and other clients who have no company EDS rights manager with sole representation rights must file an application fixing the EMDAS user listVID, and that application can now travel by e-mail where it carries a secure electronic signature (eParaksts): send it to MP.lietvediba@vid.gov.lvVID. The e-mail route sits alongside the two existing channels — electronically through EDS, and a signed paper documentVID handed in at any VID client service centre or posted to VID Muitas pārvalde, Talejas ielā 1, Rīgā, LV-1978VID.

The application states the users of each subsystem. Filed electronically, it goes through EDS under Dokumenti → Izveidot jaunu dokumentu → Informācija Muitas pārvaldeiVID. Where the application is filed for a non-resident legal person, the filer additionally attaches a power of attorney proving authority to act for the company.VID On the basis of the information stated in the application, the client's rights manager is granted the right to fix or change the rights of that client's other usersVID — to view, to amend, to submit documents, and to register users representing the personVID.

Clients who already have a company EDS rights manager with sole representation rights need no application at allVID: the manager adds new users to the customs systems directly, including themselvesVID. The downloadable guide "Kā pievienot jaunu lietotāju EMDAS" walks through adding a user under Iestatījumi → Lietotāji un to tiesības → Pievienot jaunu lietotāju/sistēmu and assigning view and amend rights per system.

The e-mail channel matters only for the user-list application.VID Clients with their own information systems that intend to use the EMDAS2 application programming interface (API) — for Tranzīta kontroles sistēma 2 (TKS2), Pagaidu uzglabāšanas sistēma 2, Importa kontroles sistēma 2 for lodging presentation notifications, and import customs declarations for purchases up to 150 euro (H7 declarations) — still request technological-user rightsVID electronically from the VID Muitas pārvalde using EDS authenticationVID, under Dokumenti → Informācija VID Muitas pārvaldeiVID, attaching the completed application as an annexVID; without granted technological-user rights, access to those subsystem API services is impossibleVID. The technological-user application form is available in the "Iesniegumi un pilnvaras" section.VID

The application routes rest on the VID practice described on the "Kā pievienot jaunu lietotāju EMDAS" page and the "Lietotāju pievienošana un piekļuves tiesību piešķiršana EMDAS apakšsistēmās" guidance.
