Estonia launches business development grant for exporters
Estonia opens a 100,000–500,000 euro business development grant for export and digitalisation projects, covering up to 50% of costs for SMEs and 15% for large firms.

Riigiteataja, setting the conditions and procedure for granting, using, reclaiming and repaying it. Applications are handled by the Estonian Business and Innovation Agency (Ettevõtluse ja Innovatsiooni Sihtasutus, EIS)

The grant supports the implementation of a company's comprehensive development plan (arenguplaan) to increase international competitiveness, added value and export capacity. Support goes to seven groups of activities: developing the organisation and processes; developing quality- and compliance-management systems; developing and carrying out export activities for a new or improved high-added-value product or service on a new target market; strategic management of intellectual property use; digitalisation, automation and artificial intelligence in business processes; testing and piloting a product or service on the target market in a real operating environment; and acquiring equipment directly and inseparably linked to the planned digitalisation, automation or AI deployment.Riigiteataja A company must first pass pre-counselling (eelnõustamine) at EIS

The grant is state aid under the General Block Exemption Regulation (EU) 651/2014 — process and organisational innovation aid, SME consultancy aid or SME innovation aid depending on the activity — or de minimis aid under Regulation (EU) 2023/2831Riigiteataja. Riigiteataja — including at least 500,000 euros of sales revenue and 100,000 euros of export revenue in the preceding financial year, sector-average value added and wages, prior R&D investment, a tested prototype, and at least two full-time employees. The recipient must achieve added-value and export growth of at least 15 percent (SMEs) or 10 percent (large enterprises) by the end of the second financial year after the eligibility period
Riigiteataja. Projects are scored 0–4 on strategic impact, market potential, coherence, capacity and cost-effectiveness, with approval requiring at least 3.0 on the first two criteria, 2.0 on the rest and 2.5 overall. Wholesale and retail trade, finance and insurance (except fund management), real estate, gambling and tobacco projects are excluded
