Projects supported under the Ida-Viru business investment scheme (Ida-Viru ettevõtluse investeeringute toetus) — which requires at least five new full-time jobs per project — get a reorganised list of preparatory activities. The October 2026 amendments carve design (projekteerimine), infrastructure development and grid connection out of the old mixed item into a new § 7(3)(1¹) of their ownRiigiteataja, joined there by newly eligible owner supervision (omanikujärelevalve)
Riigiteataja, and extend the state-aid clause in § 2(1)(1) so that aid for these activities may be granted either as investment regional aid under Article 14 of the general block exemption regulation (Euroopa Komisjoni määrus (EL) 651/2014) or as de minimis aid under Commission Regulation (EL) 2023/2831 (VTA määrus)
Riigiteataja.
What remains in point 1 is the advisory core, now with project management added: consultancy, project management (projektijuhtimine), feasibility studies, technology comparison, assessments, the building-permit overview with timetable and documentation, and grant-related publicity. The matching cost rule in § 8(8²) makes personnel costs for points 1 and 1¹ eligible under § 16(1)(1) and (4) of the general implementing regulation (Vabariigi Valitsuse 12. mai 2022. a määrus nr 55, ühendmäärus) or as a purchased service, while the costs of the point 1 activities stay capped at ten per cent of the project's eligible costs.
Aid intensities follow the activity's legal basis. Aid granted under the block exemption for the initial-investment activities in § 7(2)(1) together with the new design, supervision, infrastructure and grid-connection item (§ 7(3)(1¹)) runs at 45 per cent of eligible costs for small enterprises, 35 per cent for medium-sized enterprises and 25 per cent for large enterprises. Aid granted as de minimis runs at 80 per cent for all activities regardless of enterprise size; where one activity is supported under both regulations, the ceiling in the applicable block-exemption article governs.
Beneficiaries gain an explicit right to have the grant decision amended. The grantee may request an amendment of the grant decision where implementation requires activity changes, provided the aid amounts by state-aid type and the applicable intensities do not change, with increases allowed only for de minimis aid within that regulation's conditions and ceilings (new § 23(11)). The implementing agency, Ettevõtluse ja Innovatsiooni Sihtasutus, decides on amendments and may still refuse a change that would jeopardise the expected results or completion within the eligibility period.
The October 2026 amendments apply retroactively from 1 July 2022Riigiteataja, reaching projects approved since that date
Riigiteataja. Legal basis: Ida-Viru ettevõtluse investeeringute toetus as amended, applying konkurentsiseadus §§ 33 and 342, Euroopa Komisjoni määrus (EL) 651/2014 artikkel 14, komisjoni määrus (EL) 2023/2831 and Vabariigi Valitsuse 12. mai 2022. a määrus nr 55.
Move design, infrastructure and grid-connection costs into the new item 1¹ line, add owner-supervision costs, and request a grant-decision amendment where the October changes improve the claim.
